I was born October 8, 1947, in Beckley West Virginia to Dr. Clyde A. I attended Institute Grade School and Beckley Junior High School. I graduated from Woodrow Wilson High School in 1965. I attended Hampden-Sydney College in Virginia and graduated in 1969 with a BA in Economics. Following graduation, I served in the United States Army from 1969 to 1971 and was honorably discharged. nuary, 1972, I worked for the Charleston law firm of Kay, Casto and Chaney for three years before attending law school. I was a summer clerk for them in the summer of 1997. I also was a summer clerk for Thornhill, Kennedy & Vaughan, Attorneys at Law, Beckley, West Virginia while in law school. I graduated from the West Virginia University College of Law with a Doctor of Jurisprudence degree in 1978 and returned to Beckley to enter private practice. In 1983, I joined the Beckley law firm of Lynch, Mann and Knapp which later became Lynch, Mann & Smith. In 2002, I joined the firm of Roop, Smith & Roop PLLC which became Roop & Smith Law Office P.L.L.C. I was in practice with Carl W. (Bill) Roop since 2006 to 2021. I am now in solo practice. I am an Agent for First American Title and an Approved attorney for Investors Title Insurance Company and West Virginia Bankers Title. I am a licensed real estate broker for West Virginia, formerly broker for Real Estate 3, Real Estate Sales and Rental Management Co., Inc., currently associate broker for First Property Solutions. I was Mental Hygiene Commissioner for Raleigh County from January, 1979 to November 2011 and handled a case load of hearings at one time numbering from ten to twenty cases per month for the involuntary commitment of the mentally ill, mentally re****ed or addicted. I also conducted hearings for the appointment of Guardians and Conservators for protected persons as defined by the state code. I am an Elder in the Beckley Presbyterian Church and serve on the Administration committee. I am proud to serve on the Board of Directors for Hospice of Southern West Virginia and formerly for The Humane Society of Raleigh County. (Past President) and FMRS Mental Health Council. I am also currently Chairman of the Raleigh County Board of Zoning Appeals. In the past I have served on the Raleigh County Deputy Sheriffs Civil Service Commission, the Raleigh County Correctional Officers Civil Service Commission (Chairman), the Glade Springs Property Owners Association (President) and FMRS Housing (President) (subsidized housing for the mentally ill)
I have been lucky enough to have been married to Cathy E. Smith for 42 years and we have two daughters, Jennifer Corbin Smith and Julienne Chambliss Smith Hastings and one grandson Callahan Liam Hastings. Since December, 2021 I have concentrated my practice on adoptions and real estate. I feel honored to do adoptions and consider it a blessing to be able to help children become permanent family members in good, secure homes.
