JEFFERSON CITY COUNCIL: U-turns illegal at Chucky, Clinch View

A funny thing happened on the way to establishing a new traffic law in Jefferson City. Turns out, one of its major components has never been legal.

During a discussion of Ordinance 2026-07 to prohibit U-turns at two intersections on Broadway Boulevard (Highway 11E), which three citizens had spoken against early in the session Monday, City Manager James Gallup explained U-turns are already prohibited where there are traffic lights, such as the intersection with Chucky Pike.

According to the 2026 Tennessee Comprehensive Driver License Manual, "You may NOT make a U-turn at any intersection where a traffic light or police officer is controlling the traffic flow."

Council passed the ordinance prohibiting U-turns at Chucky Pike and Clinch View Circle 3-1 with Mayor Mitch Cain, Vice Mayor Kevin Bunch and Council Member Ailene Combs voting yes, Council Member Rocky Melton voting no and Council Member Sheala Purkey abstaining.

Signs prohibiting U-turns at these intersections were installed Tuesday, Gallup said.
