USCIS policy memo PM-620-1099, which characterized adjustment of status as “an act of extraordinary discretion”. On Friday, May 29, press reported that DHS was apparently walking back the new policy, claiming there was no major change from the discretion immigration officers have long held. A USCIS spokesperson stated that the policy “will not prevent any alien from obtaining a green card who legitimately and properly qualify”; however, USCIS has not issued official guidance regarding any change in position.

The Texas Tribune reports that the U.S. government detained and deported a 25-year-old man who says he is a U.S. citizen after a traffic stop in Central Texas led officers to contact immigration authorities when he could not immediately provide identification. He alleges he repeatedly asserted his citizenship and was not permitted to present documents, including a birth certificate and Social Security card, while DHS disputes his claim and says he admitted to entering the country illegally before being removed to Mexico.

The Secretary of Homeland Security issued a memorandum addressing congressional oversight visits to ICE facilities, requiring members of Congress to request permission by emailing the Office of Congressional Relations at least seven days in advance of a planned visit. The memo further instructs ICE to use H.R. 1 funding for these activities in order to avoid the December 17, 2025, order in Neguse v. ICE.

The Associated Press reports that the Justice Department does not currently see any basis to open a criminal civil rights investigation into the killing of Renee Good by an ICE officer in Minneapolis. Deputy Attorney General Todd Blanche stated that “there is currently no basis for a criminal civil rights investigation,” and lawyers in the Civil Rights Division were informed they would not participate in the probe while an FBI investigation continues. The decision, which differs from prior Administrations’ practices of promptly reviewing officer-involved shootings, has coincided with multiple resignations of federal prosecutors and Civil Rights Division staff amid concerns about political pressure and shifting priorities.

Reuters reports that the State Department will suspend visa processing for individuals from 75 countries, including Somalia, Russia, Iran, Afghanistan, Brazil, Nigeria, and Thailand. According to the Department’s official X account, “The State Department will pause immigrant visa processing from 75 countries whose migrants take welfare from the American people at unacceptable rates. The freeze will remain active until the U.S. can ensure that new immigrants will not extract wealth from the American people.” DOS notes that the measure will impact Somalia, Haiti, Iran, and Eritrea, among others. The suspension begins on January 21, 2026, and remains in effect while the State Department reassesses its procedures. No further details on affected countries or the duration of the pause have been provided.
