r protect animals. The first ALDF Student Chapter was established in 1992 at Lewis and Clark Law School; 20 years later, there are almost 200 chapters throughout the U.S

Each year, the Animal Legal Defense Fund provides resources to help its student chapters focus on a specific priority issue. The Student Chapter Program Guide contains an overview of the issue, the Animal Legal Defense Fund’s involvement, and suggested activities, such as film screening suggestions, a reading list, and suggested speakers. This year’s priority issue is Wild Animals and the Law.

The U.S. Department of Agriculture now will cite all welfare violations in its animal facility inspection reports, the agency announced.

At animal facilities—such as dog breeding centers and roadside zoos—the USDA conducts routine inspections to ensure compliance with the Animal Welfare Act, which requires the humane treatment of animals used for research or exhibition. Violators can be fined or charged with animal cruelty.

For the last six years, however, the USDA has allowed a so-called “teachable moments” policy, wherein minor violations, such as record-keeping problems or lapses in cleanliness, were not documented in facilities’ public inspection reports. For years, animal welfare advocates have criticized this policy for its lack of transparency...That policy is now kaput.

As ordered by Congress, the agency has ended a practice that allowed animal welfare inspectors to omit certain violations from public reports.

Due to the government’s failure to take action to enforce federal animal and environmental protection laws, the Animal Legal Defense Fund uses civil enforcement provisions of federal laws to combat cruelty. The financial burden of federal litigation can be an obstacle for advocates to take action. This decision definitively puts the financial burden on the offender — removing that as a deterrent for citizen groups to uphold the law.

The Animal Legal Defense Fund announces its second year offering scholarships to Historically Black Colleges and University law students. As part of the initiative the Animal Legal Defense Fund will award a first or second-year law student from Howard University School of Law, North Carolina Central University School of Law, and Florida A&M College of Law a $25,000 scholarship, in addition to a paid clerkship working with animal law experts at the organization. Applications for the program are available online.
