END OF WATCH: SLED K9 COBA

It is with great sadness that SLED announces the line of duty death of K9 Coba.

K9 Coba, 4, was a Belgian Malinois mix and joined SLED in 2021.

During his career, Coba served on SLED’s SWAT Team and SLED’s K9 Tracking Team.

Coba participated in numerous trainings and apprehensions that kept communities, SLED’s law enforcement partners, and his SLED SWAT Team safe.

Coba served the citizens of South Carolina alongside Special Agent Richard “Cole” Powell. Coba lived with Powell’s family.

K9 Coba was killed in action today during the apprehension of an armed subject in Newberry County.

During an encounter with SLED, the Newberry County Sheriff’s Office, and the subject, the subject shot SLED K9 Coba.

The subject was shot and transported to the hospital for treatment.

SLED and the Newberry County Sheriff’s Office requested the Lexington County Sheriff’s Department to independently investigate the officer involved shooting.

Coba will be greatly missed. Details regarding a memorial service will be announced by SLED at the appropriate time.

New Constitutional Carry Law

In light of the recent enactment of the Constitutional Carry law signed by Governor McMaster, This law brings significant changes to our state’s firearm policies, effective immediately.

Immediate Changes Under the New Law:

1. Implementation Status: The Constitutional Carry law is now active. We advise all South Carolina residents to acquaint themselves with these changes promptly.
2. Age Requirement for Firearm Carrying: Individuals aged 18 and over are now permitted to carry fi****ms. We emphasize the necessity of responsible and safe firearm handling across all ages.
3. Vehicle Gun Storage: The law introduces no specific restrictions for fi****ms inside vehicles. Owners may store their guns in any part of the vehicle. However, we urge you to secure fi****ms responsibly to prevent unauthorized use, especially in preventing access by minors.
4. Police Stops and Firearm Possession: Law enforcement officers require reasonable and articulable suspicion of a crime to lawfully stop an individual, beyond merely carrying a firearm. The mere visible presence of a gun does not constitute a legal basis for a stop.
5. Fi****ms are still banned in some places, including schools, courthouses, and the State House.

Penalties and Legal Repercussions:

• Unlawful Possession/Carry of a Firearm:
• First offense: Considered a misdemeanor, punishable by a fine up to $1,000, imprisonment up to one year, or both.
• Second offense: A misdemeanor, with possible imprisonment up to three years.
• Third or subsequent offense: Classified as a felony, with imprisonment up to five years.
• Felon in Possession of a Firearm:
• For individuals previously convicted of a crime with a maximum imprisonment term exceeding one year, possession of fi****ms or ammunition is unlawful.
• Penalties include:
• First offense: Up to five years’ imprisonment.
• Second offense: A mandatory minimum of five years to a maximum of twenty years.
• Third or subsequent offenses: A mandatory minimum of ten years to a maximum of thirty years.
• Crimes Involving Fi****ms without a CWP:
• Additional imprisonment up to three years for committing or attempting to commit a crime involving a concealable weapon, if the individual does not possess a valid CWP.
• This penalty is in addition to the punishment for the primary offense and does not apply to individuals with a valid CWP at the time of the crime.

Mandatory Reporting & Training:

• Lost or Stolen Fi****ms: It is mandatory to report the loss or theft of a firearm to local law enforcement within ten days of the discovery.
• State-Sponsored Fi****ms Training: SLED will provide free concealed weapon permit training courses available statewide. We encourage taking these classes for safe and informed firearm handling.

Final Notes:

• Clerks of Court and Public Defenders are now permitted to carry fi****ms statewide with a valid CWP, with specific location restrictions.
• Craig’s Fi****ms Supply urges everyone to adopt responsible gun ownership practices. This includes secure storage, thorough training, and a clear understanding of legal obligations.
