Who'd have thought it? A substantial number of environmental remediation sites won't be restored to groundwater quality standards within the next 50-100 years, regardless of how much money is thrown at them. Place that one in the "painfully obvious category." How many sites like this have you worked on in the past few years? I can think of six without even trying hard.

Interesting news lately. Among all the other changes at DHEC, DHEC is finally becoming the last delegated entity allowing SEPs (Supplemental Environmental Projects) in lieu of fines. SEPs allow a company paying a fine to offset a portion of their fine by doing things such as voluntary additional pollution control measures, or by purchasing items for local first responders (for example, a rescue vehicle). DHEC had been the only agency in the US disallowing the use of SEPs. Now instead of fines going to the state and counties for the boondoggle du jour, they might go to do something that actually helps.
