Any thoughts on ITD's proposed I90/H95/Appleway interchange?

If the current design proceeds, there are going to be some significant changes at the main highway interchange in Northern Idaho. Conceptually it looks like it will help alleviate much of the current traffic bottleneck but it's unclear how it will impact Appleway businesses.
Will loosing H95 access to/from Appleway reduce traffic and vehicular EXPOSURE or will reduced CONGESTION allow Appleway businesses to bring back locals who've been avoiding the congestion and hassle of driving on Appleway?
