Hello friends, I have updates to share with you today regarding Jeff Nally Jr.

When Nally was paroled in December of 2019, he moved to Columbiana County, Ohio. Just two months out of prison, he was arrested on a charge of domestic battery after breaking his mother's arm. He spent some time in country waiting for his case to come up. When it did, he pled guilty to avoid a jury trial, and went before a judge that took the time he spent in county into consideration. He only had to serve one additional day! I reported on this here at the time.

WV victim services reported that he re-entered the WV state prison system again on September 23, 2022 on a parole violation. Although I was hopeful this would mean he would have to serve out the remainder of his 45 year sentence, that was not the case. He was released again on December 30, 2024 after having served 26 months. He went back to E.Liverpool, Ohio, to live with his grandmother.

In September, 2025, He was arrested on a domestic violence charge in New Castle, PA after having severely beaten his current girlfriend. On December 11, 2025, I was notified that he has been remanded to the WV prison system yet again. He has been sentenced to seven years. I do not know at this time when he will be up for parole.
If you want him to serve the whole 7 years, You can write to the WV parole board and ask that his parole, whenever it may be, be offset because of his continued violent behavior. Be polite in your letter. (incidentally, prisoners do not see the letters written to the parole board.)

NOTICE

Jeffrey Alan Nally Jr was paroled again today: 12/30/24

He is very dangerous.
He resided in New Cumberland WV when he was arrested in 2011 for violently torturing 29 puppies to death.

He is 31 years old. He obtained his victims from Free to Good Home ads, and ads where pets were offered for nominal fee. Attaching his photo in comments.

He only served 2 years on a parole violation after violently reoffending. It was my understanding that he would have to serve out the remainder of his sentence. This has not been the case.

In the past, he has frequented New Cumberland WV and East Liverpool, OH, so if you know of rescues in that area, please notify them that he is free, and should be on their DNA list.

LATEST UPDATES

IF YOU HAVE BEEN following this page, you already know that Jeff Nally reoffended shortly after he was released from WV state prison. He was arrested for beating his mother, who he was living with in Columbiana Cty OH. At first he pled not guilty, but at some point he changed his plea to guilty. A guilty plea meant no jury trial, and there may have been a deal with the Columbiana Co. OH Prosecutor to not extradite him or send recommendation to the WV courts. As a result, he was sentenced, but the judge took the time he spent in county into consideration, and he only had to serve one more day!
His mom applied for, and received a restraining order against him, so no idea where he went to live after that, but received word today from WV victim services that he re-entered a WV state prison today, 9/23!
You cannot imagine my elation.
I phoned victim services today and was able to find out that he is back in on a parole violation. I hope to have more information on Monday. A parole violation *should* mean that he has to serve the remainder of his 10-45 yr sentence.
I am hopeful that this will be the outcome.

UPDATE:
I was notified by an interested party, that on Feb 2, 2022, 2 months after he was paroled, Nally was arrested in E. Liverpool, Ohio for punching his mother. There were also fi****ms in the house he was sharing with his grandmother.
Both of these things violate his parole.
West Virginia Law has the same provision as Ohio law, that if parole is violated, the offender is reincarcerated to serve out their sentence.
I can only hope that means 35 More years of prison for him.
I spoke with the Hancock County prosecutor yesterday, and was ablento verify that Nally has violated his parole. He was arraigned Feb 9, and pled not guilty. It will probably go to trial, because he knows that if he admits guilt, it's back to jail to serve out his sentence . He has posted bail, so is not currently being held. He is living with his grandmother in East Liverpool, OH.

Parole Board
WV Division of Corrections
1356 Hansford St. Suite B
Charleston, WV 25301

Honorable Members of the Parole Board:

I’m writing today to request that you continue to deny parole for Jeffrey A. Nally, Offender #3507601.
According to an article in Pet Pardons News, Scott Heiser, of the Animal Legal Defense Fund, referred to Nally as a “narcissistic psychopath, and said that he believes that Nally cannot be rehabilitated. He does not think that Nally will be released in as little as five years.”
“He is a clear and manifest threat to society,” Heiser said.
Due to the egregious animal cruelty that took place, the lack of remorse on the part of the perpetrator, and the use of “free to good homes ads” to gather innocent animals, I’m respectfully asking you to keep Mr. Nally behind bars, so that other people and animals in our society are not placed in the path of danger.

Thank you.

Honorable Members of the Parole Board:

I’m writing today to ask that you continue to deny parole for Jeffrey A. Nally, Offender #3507601.
According to an article by C.A. Wulff in “Our Compass”, “this was no run-of-the mill animal abuse case. This was a brutal series of intentional mutilations, torture, and ex*****on of innocent puppies. Nally was accused of mutilating and killing 29 puppies (who) he received through classified ads, and Craigslist ‘free to good home’ ads.”
Due to the horrendous show of animal cruelty and the categorization of Mr. Nally as a narcissistic sociopath by the district attorney, who said “people like this, sociopaths, they are mostly only concerned with how circumstances are affecting them”, there is very little chance that Mr. Nally will ever be successfully rehabilitated.
Therefore, I’m respectfully request that you keep Mr. Nally behind bars, for the safety of the animals and other people in our society.

Thank you.

JUNE 2021 UPDATE:
First parole hearing was denied. More letters and postcards must reach the parole board by Aug 31, before he is due for his next hearing.
_____________€__

Nally's first parole hearing will be within the next 60 days. Thank you to everyone who signed the petition, signed a postcard, or wrote a personal letter to the parole board to deny/offset parole for this very violent offender.

I want to remind you, if you love dogs and you haven't done so already, to please send a letter or postcard NOW. If you need help composing a letter, let me know. Your letters to the parole board are confidential, and personal letters carry a lot of weight.

Remember, animal abuse is one of the first indicators of future violent crimes against humans, and he already has a history of domestic abuse/kidnapping.
