What Florida HB 803 Actually Does — In Plain English

Florida’s new HB 803 focuses on building permits, inspections, and reducing delays for homeowners, contractors, and real estate transactions. The law is intended to speed up projects and cut unnecessary red tape.
Here are the biggest changes:
🔹 Small Home Projects Under $7,500 May No Longer Need a Permit
For many single-family home projects valued at $7,500 or less, local governments cannot require permits — as long as the work is NOT electrical, plumbing, structural, gas, or major mechanical work.
Examples could include:
✔️ Flooring
✔️ Cabinets
✔️ Paint
✔️ Minor cosmetic repairs
✔️ Some landscaping improvements
✔️ Exterior painting
✔️ Fences or mailboxes
✔️ Minor non-structural decks/patios
✔️ Siding replacement (non-structural)
✔️ Window screens or minor landscaping
✔️ Similar low-impact cosmetic or maintenance items

🔹 Faster Permit Responses
Cities and counties must respond faster for smaller projects under $15,000. The bill requires action on permit applications within 5 business days in many cases.

🔹 HOAs Cannot Demand a Permit Before Reviewing Your Project
HOAs can no longer force homeowners to first obtain a building permit before the HOA reviews exterior changes or improvements.

🔹 Temporary Hurricane Protection Easier to Install
Florida homeowners can install qualifying temporary hurricane or flood protection barriers without going through permit requirements in many areas.
