The following specific documents and situations are restricted:
Vital Records and Public Documents Notaries cannot certify copies of birth, marriage, divorce, or death certificates. These are vital public records; to get an official copy, you must request one from the government registrar or vital statistics office where the event took place.
Incomplete Documents or Missing Pages
If a document has blank spaces, missing pages, or lacks a formal notarial certificate, the notary must refuse to notarize it. All blanks must be filled in (or have "N/A" written through them) before the notarization can proceed.
Photographs Notaries cannot notarize a standalone photograph. However, a photograph can be included within a broader, multi-page document if the signer is acknowledging its context.

Documents Where the Notary is a Party.
A notary cannot notarize a document if they are personally named in it, stand to gain a financial benefit from it, or are closely related (such as a spouse or child, depending on state law).
Documents from Another Jurisdiction
A notary's commission is restricted to the state or jurisdiction where they are commissioned. A notary cannot notarize a document outside of the boundaries of their state authority.
Copies of Naturalization Certificates Federal law strictly prohibits the photocopying and notarization of Naturalization Certificates (Form N-550) or U.S. Passports.

A notary public is prohibited by law from notarizing documents that are incomplete, uncertifiable, or present a conflict of interest. In general, a notary cannot notarize a document if the signer is not physically present, lacks mental capacity, or is being coerced.

Reality: With the exception of Remote Online Notarization (RON), state laws require the physical presence of the signer.
