The Program is not a housing subsidy program, but rather a way for the state to invest its budget surplus into a revolving investment fund. It's worth noting that the program is partially funded by tax-exempt mortgage revenue bonds issued by the state. These bonds are sold to investors, and the proceeds are used to fund the program.

When borrowers repay their California Dream Home Loans, the funds are used to repay the investors who purchased the mortgage revenue bonds. This means that the funds from the program are "recycled" and used to help fund additional home loans for other eligible borrowers.

It's difficult to say exactly how long it might take for the California Dream Home Loan Program to make additional funds available for eligible borrowers. This will depend on a variety of factors, including the demand for the program, the availability of funding sources, and the overall economic and political climate.

California has put its down payment assistance program for first-time home buyers on hold, having committed all $300 million in just a few weeks. It's not clear when new loans will be available.

Borrower Requirements

Be a first-time homebuyer. See the definition of a first-time homebuyer.
Occupy the property as a primary residence; non-occupant co-borrowers are not allowed.
CalHFA borrowers must complete two levels of homebuyer education counseling and obtain a certificate of completion through an eligible homebuyer counseling organization.

*In the case of conflicting guidelines, the lender must follow the more restrictive.

Property Requirements

Be a single-family, one-unit residence, including approved condominium/PUDs
Guest houses, granny units and in-law quarters may be eligible
Manufactured housing is permitted
Condominiums must meet the guidelines of the first mortgage*
