Major plans are underway in Greenport, Columbia County. A proposed $52 million housing development led by Baxter Building Corporation and Kempner Properties is set to bring 154 new apartment units to a 19-acre site on Healy Boulevard. This project directly targets the region's worsening housing crisis, where median home prices have skyrocketed from $257,000 in 2019 to $475,000 in 2024.

The development will include a mix of one, two, and three-bedroom apartments, with 20 percent allocated for affordable housing to support lower-income residents. It’s strategically located with access to water and sewer infrastructure, making it ideal for high-density living.

Developers are requesting $8.8 million in tax breaks, including sales tax exemptions and a 15-year PILOT agreement. If approved, construction will begin in early 2026 and conclude by the end of 2028.

This initiative represents a bold step toward creating inclusive and sustainable communities while addressing a critical need for housing in the Hudson Valley region.
