Federal, state, and local governments, through public employees, have the capacity to do incredible harm to ordinary citizens targeted by these public employees. Malicious prosecution and civil rights cases are often inapplicable and, nevertheless, expensive and very difficult to prove. The "weaponization fund" is a good idea, if applied without political bias. Our public institutions have become littered with career employees running roughshod over private-sector Americans, because these employees are exercising "discretion" under the protection of governmental immunity. Maybe this fund will help alleviate some of the damage and systematic injustice.
