Felons have a constitutional right to have voting rights restored after completion of sentence and release from supervision.

Any convicted felon who desires to register to vote must complete a voter registration application and provide the county clerk with proof that the felon (1) has been discharged from probation or parole, (2) has paid all probation or parole fees, (3) satisfied all terms of imprisonment, and (4) paid all applicable court costs, fines, or restitution.
