REQUEST FOR INFORMATION REGARDING JEFF MAYO, DVM AND MAYO VETERINARY SERVICES:

As part of Animal Law Offices, PLLC's continuing investigation into active litigation, Animal Law Offices, PLLC requests that anyone who has:

(1) Suffered economic loss from allegedly deceptive, unfair, or misleading business transactions, interactions, advertising, or chart notes by or with Robert Jeffrey Mayo, DVM, DABVP, MS, MANZCVS or Mayo Veterinary Services; or

(2) Suffered injury or death to one's animal treated/operated on by Robert Jeffrey Mayo, DVM, DABVP, MS, MANZCVS or Mayo Veterinary Services,

Information is hereby sought in furtherance of identifying potential fact witnesses relative to litigation against Mayo and Happy Tails Animal Hospital, where Mayo had performed numerous procedures in 2024.

Among the allegations made in the current litigation are that Mayo was represented as “the guy,” a “surgeon,” and “expert” with a national reputation as the best.

Dr. Mayo runs a mobile practice and travels to brick-and-mortar clinics throughout the region. He is not a board-certified surgeon with the American College of Veterinary Surgeons. In 2023, as discussed below, the Department of Health executed an agreed order on the issue of advertisement. Case M2020-534. A copy of this Agreed Order is attached. Mayo was released from this Order in 2023.

By way of history, in 2020, Adam Karp represented the Conners, who sued Dr. Mayo and others related to a TPLO surgery Mayo allegedly performed on Hank, their Dogue du Bordeau, at a brick-and-mortar clinic. On 8.12.21, the arbitrator found Mayo committed negligence and also violated the Consumer Protection Act. To learn more, see Conner v. Mayo et al., Snohomish Cy. Sup. Ct. No. 20-2-02606-31.

Karp filed a board grievance against Mayo related to Hank, which resulted in a Statement of Charges and later, an Agreed Order in 2023. Case M2020-534.

Prior to this, in 2019, Karp filed another board grievance against Mayo related to dog upon whom Mayo allegedly performed a CBLO. This resulted in a Statement of Allegations and, later, a Stipulation to Informal Disposition. Case M2019-119.

One Department of Health case is presently pending against Mayo, based on another grievance filed by Karp.

JUNE 2026'S DISHONORABLE MENTION GOES TO DOYLE CONSTRUCTION OF OLYMPIA, WASHINGTON

Daniel Doyle of Doyle Construction (doylebuilds.com, Doyle Construction) recently posted a reel of himself killing a bat in what appears to be an unoccupied building he was in the middle of erecting, and then posing with his victim with his weapon of choice, while cravenly flashing a shaka.

The reel was subsequently removed, but not before it was captured and forwarded to Animal Law Offices, PLLC.

The following information is intended to inform, not formally accuse Mr. Doyle of anything. Such would be a decision made by law enforcement and prosecuting authorities.

Bats are protected species under Washington law and quite beneficial to the ecosystem, aside from being nonhostile to humans and quite adorable. Hunting them is illegal under WAC 220-200-100(3) unless they are "found in or immediately adjacent to a dwelling or other occupied building."

Even bats who fall within the exception may not be harmed in a manner that is in violation of Washington's anticruelty laws, particularly RCW 16.52.205(1), making it a felony to, except when authorized in law, intentionally (a) inflict substantial pain on, (b) cause physical injury to, or (c) kill an animal by a means causing undue suffering or while manifesting an extreme indifference to life, or forcing a minor to inflict unnecessary pain, injury, or death on an animal.

The Washington Department of Fish and Wildlife has authored an FAQ about bats, strongly encouraging the humane removal or exclusion of bats in ways that respect these beings' sovereignty. https://wdfw.wa.gov/species-habitats/living/species-facts/bats

Mr. Doyle assuredly had the skill to gently remove this solitary bat. He could have used his public platform to teach others stewardship, show professionalism, and exemplify ways to live in peace with, not in cruel antagonism to, other species with whom we share the Earth.

IMPORTANT NOTICE REGARDING WHATCOM AREA VETERINARY HOSPITAL:

Update from Washington Department of Health on 6.4.26:

"In April 2026 the Department of Health charged Elyse Rybka with the unlicensed practice of veterinary medicine and notified her of its intent to issue a cease-and-desist order. Charges allege that between June 2023 and April 2025, Rybka practiced as a veterinarian despite never holding a Washington veterinarian credential. Rybka also allegedly managed patients, performed surgeries, and prescribed medication."

LAWSUIT FILED AGAINST BELLINGHAM VETERINARY AND RYBKA:

Animal Law Offices, PLLC has sued Elyse Rybka and Bellingham Veterinary, as well as Edmund Sullivan, DVM. Rybka was working at Bellingham Veterinary over the period that charges have been alleged.

As part of ongoing investigation into Bellingham Veterinary, Rybka, and Sullivan, please contact Animal Law Offices, PLLC if you were induced in any way to bring animal(s) to Bellingham Veterinary based on any or all of the following beliefs/allegations:

(A) That Elyse Rybka was a licensed veterinarian.

(B) That Bellingham Veterinary used only licensed veterinarians.

(C) That Bellingham Veterinary has "experienced veterinary anesthesiologists" who provide "skilled pain management during and after all surgical procedures."

(D) That Bellingham Veterinary had boarded anesthesiologists on staff or who were routinely consulted.

(E) That Bellingham Veterinary provides "advanced specialized care in internal medicine, diagnostic imaging, surgery, dentistry, and cancer treatment."

(F) That Bellingham Veterinary had boarded internists, radiologists, surgeons, dentists, or oncologists on staff or who were routinely consulted.

Animal Law Offices, PLLC is pleased to announce the hiring of its first associate, attorney Holly Y. Crawford.

Holly Y. Crawford was raised on the Big Island of Hawaiʻi, in a community that fostered her lifelong commitment to protecting animals and the environment. She earned her B.S. in Environmental Policy Analysis and Planning from the University of California, Davis, before obtaining her J.D. from the University of Hawaiʻi at Mānoa, William S. Richardson School of Law. While in law school, she distinguished herself as one of a handful of students to earn certificates in both Environmental Law and International Law alongside her J.D.

Ms. Crawford authored her legal thesis, Microplastic Meat: Are the U.S. and E.U. Effectively Regulating Microplastics in Animal Feed?, which highlights the gross and seemingly unavoidable mistreatment of farmed animals even in the face of strong legislation meant to protect them.

Ms. Crawford served as Program Officer for Parliamentarians for Nuclear Non-Proliferation & Disarmament, where she co-chaired a conference during the 53rd Session of the United Nations Human Rights Council. She gained hands-on legal experience through her work with the Beyond Guilt Hawaiʻi legal clinic, advocating for individuals facing unjust sentences, and through her involvement with the Environmental Law Clinic. She also served as Vice President of her law school’s Student Animal Legal Defense Fund chapter.

Following law school, Ms. Crawford worked at the Hawaiʻi State Capitol, where she contributed to drafting, filing, and advancing legislation protecting the rights of women, kūpuna, individuals with disabilities, animals, and Hawaiʻi’s natural resources.

Licensed in Hawai'i and Washington, Ms. Crawford offers much needed animal law assistance through Animal Law Offices, PLLC. Her two rescue dogs, Emery and Denali, are always with her as she consults with our clients and assists on their cases.
