Joe Bal
dacci was born, brought up and educated in Bangor. He attended the Abraham Lincoln School, the Garland Street Junior High School (now the William S. Cohen School) and Bangor High School Class of 1983. While in high school among other activites Joe was a delegate representing Bangor High School at the American Legion Dirigo Boys State program and was one of two Maine winners of the William Randolph Hearst U.S. Senate Youth Scholarship Program which included a meeting of all 100 national winners with then President Ronald Reagan while a senior in high school. Joe graduated with distinction from the University of Maine with a B.A. in political science in 1987 and graduated from the University of Maine School of Law in Portland, Maine in 1991 with Juris Doctorate. At Law School Joe co-founded the Maine Association for Public Interest Law ( MAPIL ) which is still going strong raising money for scholarhips to law students who work in the public interest legal field. Since 1991 Joe has been a member of the Maine Bar establishing his own general practice in downtown Bangor that year. Joe was previously elected to the Bangor City Council in 1996 and reelected in 1999 and served a term as Mayor from 1998-1999. On the council Joe worked to keep the Bangor City Nursing Home and to allow the Fire Department to establish its ambulance and paramedic unit which is a vital service for everyone. He supported several important redevelopment projects throughout the City. He called on the University of Maine system to redevelop its grounds in the late 90s and he continues to fight for the Dorthea Dix hospital. As an attorney for the last 22 years Joe has represented literally thousands of people in many different types of cases. Joe has worked in the District Courts in almost every county in Maine, has tried jury and non-jury cases in the Superior Court , argued several times before the Maine Supreme Judicial Court sitting as the Law Court. Joe has tried hundreds of cases and has won many of them. Joe works with the individual or the family or the small business and sees what has to be done to help out in a particular situation. Much of Joe's current practice is centered around family law, divorce, parental rights, custody and related issues; as well as defending people before state, local or federal agencies or boards. Joe is a member of the Maine State Bar Association and the American Bar Association. Joe has won awards for his pro bono service for clients, as well as for his service to families and grandparents. Joe was the attorney in the seminal case on grandparent's rights- Rideout v. Riendeau ( Me. 2001 ) and Joe has worked on hundreds of cases helping parents or relatives raise their child to ensure that the best interests of the child are served. In 2004 he was appointed by the Council to negotiate an agreement with the City of Halifax and their airport and the agreement reached protects Bangor International Airports preclearance business on international flights. From 2005-2007 he worked as a volunteer and as an officer of the Save Dakin Pool Committee which raised private funds that have led to the improvements at the east side pool and so far has kept it free for Bangor kids. Joe lives in Bangor with his wife Elizabeth and their two children Caroline and Olivia who attend Doughty School; along with their lovable golden retriever Rosie.
