Maryland is making history. Governor Wes Moore has taken bold action to close the racial wealth gap and address mass incarceration in one of the most significant moves by any state in the nation.

Moore issued the largest state-level pardon in U.S. history, wiping out more than 175,000 cannabis-related convictions. This landmark step directly confronts decades of criminalization that disproportionately devastated Black and Brown communities.

But the Governor isn’t stopping there. Alongside the pardons, he unveiled a $400 million investment initiative to fuel Black and Brown entrepreneurship, business ownership, and homeownership. The plan prioritizes support for Black-led businesses, equitable access to capital, and housing opportunities that create lasting generational wealth.

Calling it “a day about equity” and “economic justice,” Moore is signaling a future where communities once pushed to the margins can fully share in prosperity.
