• Born and raised in Austin, Texas, Jo Ann Torrez graduated from Crockett High School in 1989 and attended the University of Texas from 1989 to 1993. At the University of Texas, Jo Ann majored in Government. After attending the University of Texas, she worked at several law offices and government agencies including the Office of the Attorney General of Texas and the Texas Workers’ Compensation Com

mission. In her last job before becoming a lawyer, our principal attorney, Jo Ann Torrez, was employed as a judicial aide with the Travis County District Judge's Office. Her familiarity with the Travis County courts is evident not only upon watching her legal maneuvers in court, but also speaking with her outside of court. As a trained family-law mediator, she sees opportunity in every case to reach common ground, and advises clients on the pros and cons of litigation.
• Each year, Ms. Torrez participates as a volunteer judge for 1st year law students in Mock Trial Competitions at the University of Texas Law School. She remains active in other community events sponsored by the Travis County Women’s Lawyer Association, having herself been a recipient of the Farris-Cisneros Scholarship sponsored by TCWLA.
• Ms. Torrez is bilingual, which is helpful to many of her clients that speak Spanish as their primary language. She is also a mother/grandmother, which provides her a unique perspective when pursuing cases related to areas of family law. Our goal at the J. Torrez Law PC is to minimize the stress from divorce litigation and personal injury/car accidents, and empower our clients to take control of their lives, through effective legal representation.

Texas Child Support Guideline Increase Effective September 1, 2025

Beginning September 1, 2025, a significant change to Texas child support law will take effect, raising the maximum income cap used to calculate guideline child support for the first time in six years. This update means higher guideline support amounts for many families, impacting both new cases and modifications finalized on or after the effective date.

With this increase, now is the time to understand how the law applies to your family.

What Changed in the 2025 Legislative Session-

The Texas Legislature approved a cap increase as part of its regular review cycle. Under House Bill C.S.H.B. 2643, the cap on monthly net resources rose from $9,200 to $11,700, the largest increase ever. This change reflects inflation and the rising costs of raising children.

The Attorney General’s Office reviews child support guidelines every six years, and this increase is part of that process. The new cap applies to all orders finalized on or after September 1, 2025, whether in new cases or modification proceedings.

New Guideline Support Amounts
Texas applies percentage-based guidelines to a parent’s net monthly income, up to the cap amount. With the higher $11,700 limit, payments will now be calculated as follows:

One child (20%): $2,340/month (previously $1,840/month)

Two children (25%): $2,925/month (previously $2,300/month)

Three children (30%): $3,510/month (previously $2,760/month)

For families with higher income levels, this adjustment means more financial support is available for children under the guideline framework.

Who Is Affected by the Change?
Any child support orders finalized on or after September 1, 2025, will reflect the higher cap. Parents entering into new support orders after that date should expect the updated guidelines to apply.

Cases that are pending or modified after September 1, 2025, will also be calculated under the new cap. Parents with ongoing modifications should be prepared for updated amounts once the court finalizes the order.

Orders finalized before September 1, 2025, remain based on the old $9,200 cap unless they are successfully modified. This distinction makes it important for parents to review their existing orders and determine whether a modification request is appropriate.

Should You Seek a Modification of Support?-

This change raises an important question for parents with existing child support orders: Should you request a modification? For custodial parents whose support was calculated under the old $9,200 cap, the increase to $11,700 could mean significantly more support if the other parent’s net income exceeds the former limit. Filing a modification may therefore be worthwhile in certain cases.

For paying parents who earn more than $9,200 in net monthly income, the new cap may increase your obligation if the other parent seeks a modification. In these situations, it is often strategic to evaluate your financial picture and consider whether negotiating a new arrangement might be in your best interest.

Courts will continue to evaluate modifications through the lens of the child’s best interests. While the statutory increase can serve as a basis for requesting review, modifications are not automatic. Generally, a material and substantial change must still be demonstrated, which makes careful legal advice essential before proceeding.

What an inspiring story for all couples to learn from after divorce and separation-putting the children’s well being before your own hurt. 🫶🏽☀️

When Demi Moore first saw Bruce Willis in 1987 at the premiere of "Stakeout," her then fiancé Emilio Estevez had brought her along, unaware that she would lock eyes with a man who would soon rewrite her future. Bruce had already built his charm in "Moonlighting," but that night, he was magnetic in a room full of stars. Demi later admitted in interviews that she felt drawn to his confidence and gentleness, a rare mix that set him apart.

They married within four months in Las Vegas on November 21, 1987. The ceremony, officiated by a Little White Chapel minister, was impromptu and intimate. A more formal ceremony followed a month later at the Golden Nugget Hotel, and producer Allan Carr famously paid for it. The couple quickly became Hollywood’s golden pair, deeply in love but never overexposed. Paparazzi snapshots from the late 80s often showed Bruce carrying their daughters or holding Demi’s hand with ease, not for show but as if letting go never occurred to him.

They had three daughters, Rumer in 1988, Scout in 1991, and Tallulah in 1994. Bruce adored fatherhood. In a 1996 Vanity Fair interview, he said, “I could be having the worst day, and Rumer will walk in, and I’ll forget everything. My kids, they bring me to life.” Demi, at the time, was filming "Ghost" and later "A Few Good Men," but no matter how hectic schedules got, they carved time for family. They even installed a phone line between their trailers during overlapping shoots to stay connected with their children.

Yet, the pressure of Hollywood and growing individual aspirations began cracking the bond. Demi’s transformation from ingenue to power actress was meteoric, and Bruce’s film commitments grew rapidly with the success of "Die Hard." He once mentioned in an interview with Rolling Stone that he often felt like a visiting uncle in his own home. Still, they never showed animosity. Instead, they tried harder, attending therapy, taking long family vacations, and even briefly stepping away from major roles to reprioritize.

By 1998, the couple publicly announced their separation. Their divorce was finalized in October 2000. What stunned everyone was the absence of bitterness. There were no tabloid wars, no venomous interviews. Bruce said, “I still love Demi. We have three beautiful girls together, and we’re probably as close now as we ever were.” He moved next door in Idaho, where Demi had built a family retreat, to remain close to the children.

Demi later opened up about the divorce in her 2019 memoir "Inside Out," writing, “Bruce and I made a choice. We wanted to create a family where our children could feel safe even when their parents weren’t together. And that meant putting our love for them above our own hurt.” She admitted that their bond didn’t disappear. It transformed.

One of the most heartwarming reminders of their enduring connection was a period when Bruce stayed at Demi’s Idaho home, wearing matching green striped pajamas with her and their daughters, laughing in photos that stunned the public. Demi later said, “It’s rare, but we’re lucky. We’ve managed to hold on to the best parts of our relationship.”

When Bruce was diagnosed with frontotemporal dementia in 2022, Demi stepped forward again, supporting him alongside his wife Emma Heming. She stood beside the family, calling herself part of Team Willis. It wasn’t about rekindling romance. It was about honoring the love that never left, just changed form.

Their story remains one of Hollywood’s rare examples of how love, even when redefined, can remain sacred. Bruce once told a close friend, “She’s the mother of my kids, man. That’s eternal.”

Even when marriages end, the kind of love that builds a family never disappears. It simply finds new ways to stay alive.

Tomorrow, Tuesday 1/21 we will be closed as the Travis County Civil and Family Court Facility will be closed. Be safe and stay well during the next days of inclement weather conditions.
