Step 4: Final Offer Letter

If initial negotiations fail, the condemning authority sends a final offer, which includes a copy of the appraisal report. The property owner has at least 14 days to respond.

The final offer must include:
✅ An appraisal (if it wasn’t part of the initial offer)
✅ A survey plat

Reznik and Carly Barton on Monday, September 14th, for a 765-kV Transmission Line Landowner Update Webinar covering the latest developments in the Permian Basin Reliability Plan and what the Public Utility Commission of Texas' August 28th decision may mean for Texas landowners.

Together, the approved routes create more than 400 miles of new 765-kV transmission infrastructure extending from Central Texas toward the Permian Basin. For landowners located along the approved routes, the process is now entering a new phase: Condemnation. Oncor may begin moving forward with surveying, right-of-way acquisition, and easement negotiations as the projects progress toward construction.
