Remember that under the Texas Property Code (https://statutes.capitol.texas.gov/Docs/PR/htm/PR.92.htm), your landlord can only shut off utility services in the case of a bona fide repair, construction on the property, or for an emergency! Shutting off utilities to account for improperly insulated pipes does not constitute an emergency. In short, no. According to state law, a landlord cannot shut off utilities without agreement from the tenant unless there is an emergency, repair or construction.
