ACTION ALERT: Title 14 Dead-End Road Appeals

SLO County Board of Supervisors | Tuesday, October 20, 2026 | Item 20

The San Luis Obispo County Board of Supervisors will consider re-establishing and updating the Fire Code Board of Appeals, including designating it as the final decisionmaker for appeals involving Title 14 dead-end road standards.

Why this matters

Appeals of denied exceptions to dead-end road standards can affect whether proposed development can proceed on an existing legal parcel. Under staff’s recommendation, the appointed Fire Code Board of Appeals would have final County authority over these appeals, without further appeal to the Board of Supervisors.

What we are asking

Support a separate appeal process for Title 14 exception requests, particularly those involving dead-end road standards, with final decision-making authority vested in the Board of Supervisors.

URGENT RED ALERT -- DROP EVERYTHING ELSE! AB 736 -- Transfer Tax -- OPPOSE

AB 736 – Sets a State Transfer Tax Ceiling Nearly 27 Times Higher Than Current Law

AB 736 was just amended to write a transfer tax ceiling into state law for the first time at up to 3% of a property’s sale price, nearly 27 times higher than the .11% limit that currently applies to general law cities. A cap set these high functions as a target, not a ceiling, giving cities across the state a new, state-blessed number to climb toward. On a median-priced home of $930,260, the new ceiling would let a city charge a transfer tax of up to $27,907, compared with no more than $1,023.29 under the current general law limit. The bill singles out homeowners for the worst treatment: commercial and multi-family properties regardless of value would be protected by the cap, resulting in lowered taxes in cities like Los Angles, while single-family homes sold for more than $5.4 million are the one category left with no ceiling at all, exposed to unlimited local transfer tax rates.
