The Supreme Court has repeatedly confirmed this (Plyler v. Doe, Wong Wing v. United States, Zadvydas v. Davis): Due process, equal protection, and freedom from unreasonable searches apply to ALL persons.
Illinois Constitution Article I, Section 2 says the same: “any person” gets these protections.
