I would think the process is similar to what happens with Grand Juries and indictments. An indictment isn't official until it is "handed up" to the presiding court, which then hands it to the clerk for filing and issuance of process. (In theory, that what is done on paper. The way it is really done is that the DA presents the indictment to the clerk who files it, gives it a cause number and arraignment setting and issues a capias, summons or order of appearance for the accused.)

I got this from a U.S Army base. It’s used to opt out of criminal background checks.
