結婚證書沒有認證完成,不僅無法跟代理孕母簽約、未來也會拿不到小孩的出生證明,茲事體大,為了這個就算再多花萬元都值得,受影響的只有2024年中之後去烏克蘭簽約的,2024年中之前簽約的目前接孩子順利、毋須補辦結婚結婚證書認證。

from November 1, 2024, the Ministry of Foreign Affairs will stop the legalization procedure for documents issued in or for Taiwan in view of the accession of the People's Republic of China (PRC) to the Convention, which cancels the requirement for legalization of foreign official documents.
According to the official explanations of the Ministry of Foreign Affairs of the People's Republic of China, certification with an "Apostille" stamp of official documents (certificates of marriage, birth, death and other official documents) issued in Taiwan is carried out as follows:
the document must first be certified by a local notary in Taiwan,
after that, through the organization "Straits Exchange Foundation" (eng. Straits Exchange Foundation, Chinese: 海峡流上基金会), send a copy of such notary certificate (document) for consideration to one of the territorial offices of the "China Notary Association" in mainland China.
"After verifying the fact that the original notarial certificate presented by the interested person matches the received copy, the territorial representative office of the notary association sends a copy of the notarial certificate to the relevant notary office in the territory of mainland China, where the additional notarial certificate is drawn up.
Applicants can apply for certification of a notarized certificate (document) executed in mainland China with an Apostille stamp to the Department of Consular Services of the Ministry of Foreign Affairs of the People's Republic of China or to one of the provincial foreign affairs offices.
