How Turkey Property “Rayiç Bedel” 300% Increase Will Change the Market?
In Turkey, the title deed transfer tax is calculated based on the declared sale price, which cannot be lower than the official assessed value (rayiç bedel).

In 2026, this value has increased by up to 300% in certain areas.

This is not just a technical update — it has real consequences:
• In the past, rayiç bedel was typically well below the actual market price
• Today, in some areas, it is now equal to or even higher than the real sale price

So what changes?
1. Buyer costs have significantly increased
Transfer tax is calculated on the declared value → higher base = higher cost
2. Property tax burden has increased
Rayiç bedel is also used for annual property tax calculations
3. Less flexibility in price declaration
Previously, parties could declare a lower value (within limits)
Now, in many cases, this is no longer possible
