รัฐทำให้กฎเกณฑ์ที่ร่วมกันสร้างขึ้นมากลายเป็นกฎหมายได้อย่างไร?มาดูกันครับ การที่รัฐร่วมกันสร้างกฎเกณฑ์ทางกฎหมายขึ้นมา เพียงเท่านี้เรายังไม่อาจบอกได้ว่ากฎเกณฑ์นั้นๆมีค่าบังคับเป็นกฎหมายสำหรับ รัฐที่สร้างกฎเกณฑ์ขึ้น จะต้องมีการแสดงความยินยอมเข้าผูก พันในกฎเกณฑ์นั้นๆก่อน หรือที่เรียกกันในทางกฎหมายระหว่างประเทศว่า “expression of consent to be bound” “expression of consent to be bound” คือ การแสดงออกซึ่งความยินยอมในการเข้าผูกพันในกฎเกณฑ์ทางกฎหมาย ซึ่งจะทำให้กฎเกณฑ์นั้น เป็นกฎเกณฑ์ทางกฎหมายสำหรับรัฐที่ได้ยินยอมเข้าผูกพันตัวอย่างเช่นการผลิต สนธิสัญญา กระบวนการเริ่มจากองค์การสหประชาชาติเห็นควรยกร่างอนุสัญญากรุงเวียนนาว่า ด้วยกฎหมายสนธิสัญญา (VCLT1969) แล้วเรียกรัฐมาประชุมกัน จนเห็นพ้องต้องกันให้รับตัวบทโดยที่ประชุมในวันที่ 22 พฤษภาคม ค.ศ.1969 โดยอนุสัญญาฉบับนี้ได้กำหนดวิธีการในการแสดงความยินยอมเข้าผูกพันไว้ ได้แก่ 1) การลงนาม (signature)2) การให้สัตยาบัน (ratification)3) การภาคยานุวัติ (accession)หลักทั่วไปในการที่รัฐจะแสดงความยินยอมเข้าผูกพันในสนธิสัญญา นั้น มีหลายวิธี จะใช้วิธีใดขึ้นอยู่กับว่ารัฐที่ไปเจรจากันมาแล้วยกร่างความตกลงขึ้นมา กำหนดไว้ให้ใช้วิธีใด ก็จะเป็นไปตามนั้น

วีซ่าแบบชีวิตบั้นปลาย หรือวีซ่าเกษียณอายุ สำหรับชาวต่างด้าวที่มีอายุตั้งแต่ 50 ปีขึ้นไป และต้องการอาศัยอยู่ใน ประเทศไทย ท่านต้องแสดงหลักฐานทางการเงิน คือเงินฝากในบัญชีออมทรัพย์ หรือบัญชีเงินฝากประจำไม่น้อย กว่า 800,000 บาท หรือมีเงินไม่น้อยกว่าเดือนละ 65,000 บาท โดยเงินได้ 12 เดือน รวมกันไม่น้อยกว่า 800,000 บาท เพื่อเป็นหลักฐานประกอบการพิจารณา

เมื่อเป็นบุตรบุญธรรมแล้ว เลิกได้หรือไม่? หรือต้องเป็นตลอดชีวิต? สามารถเลิกรับบุตรบุญธรรมได้โดยถ้าบุตรบุญธรรมบรรลุนิติภาวะแล้ว จะเลิกโดยความตกลงกันในระหว่างผู้รับบุตรบุญธรรมกับบุตรบุญธรรมเมื่อใดก็ได้ ถ้าบุตรบุญธรรมยังไม่บรรลุนิติภาวะ ต้องได้รับความยินยอมของบิดาและมารดาก่อน
