“จากชายขอบสู่ตลาด: การยอมรับบทบาทของแรงงานสตรีข้ามชาติในการขับเคลื่อนการเปลี่ยนผ่านทางเศรษฐกิจและธรรมาภิบาลการย้ายถิ่นในประเทศไทยและอาเซียน”

เวทีดังกล่าวได้รวบรวมผู้มีส่วนได้ส่วนเสียสำคัญจากภาครัฐ ภาควิชาการ ภาคประชาสังคม และองค์การระหว่างประเทศ เพื่อร่วมแลกเปลี่ยนมุมมองเชิงลึกเกี่ยวกับบทบาทสำคัญของแรงงานสตรีข้ามชาติในการขับเคลื่อนการเปลี่ยนผ่านทางเศรษฐกิจ และการเสริมสร้างธรรมาภิบาลด้านการย้ายถิ่นในประเทศไทยและภูมิภาคอาเซียน

แรงงานสตรีข้ามชาติในเอเชียตะวันออกเฉียงใต้ถือเป็นกลไกสำคัญในการขับเคลื่อนเศรษฐกิจในหลากหลายภาคส่วน อย่างไรก็ตาม ยังคงเผชิญกับอุปสรรคเชิงโครงสร้างอย่างต่อเนื่อง อาทิ การเข้าถึงงานที่มีคุณค่าอย่างจำกัด ช่องว่างด้านการคุ้มครองทางสังคม การเข้าถึงโอกาสในการพัฒนาทักษะอย่างไม่เท่าเทียม และรูปแบบต่าง ๆ ของการเลือกปฏิบัติ

เวทีนี้จึงเน้นย้ำถึงความจำเป็นเร่งด่วนในการผลักดันนโยบายการย้ายถิ่นที่คำนึงถึงมิติทางเพศ โดยให้การยอมรับแรงงานสตรีข้ามชาติไม่เพียงในฐานะกลุ่มเปราะบาง แต่ในฐานะผู้มีบทบาททางเศรษฐกิจและผู้มีส่วนร่วมสำคัญต่อการพัฒนาที่ยั่งยืน

เวทีดังกล่าวยังประกอบด้วยการแลกเปลี่ยนเชิงพลวัตเกี่ยวกับการส่งเสริมเส้นทางการย้ายถิ่นที่ปลอดภัย การเสริมสร้างระบบคุ้มครองทางสังคม การพัฒนาทักษะ และการส่งเสริมการเสริมพลังทางเศรษฐกิจของสตรี (Women’s Economic Empowerment: WEE) พร้อมทั้งได้ระบุลำดับความสำคัญและข้อเสนอเชิงปฏิบัติ เพื่อเสริมสร้างธรรมาภิบาลการย้ายถิ่นที่ครอบคลุมและคำนึงถึงมิติทางเพศ ตลอดจนความร่วมมือในระดับภูมิภาคอาเซียน

The Asian Research Center for Migration (ARCM) – Center of Excellence on Migration and Development (ARCM-CE), Institute of Asian Studies, Chulalongkorn University, in collaboration with the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) for Women’s Rights – Thailand, convened a Dialogue and Consultation Forum to commemorate International Women’s Day 2026 under the theme:

“From Margins to Markets: Recognizing Women Migrants’ Role in Thailand and ASEAN Economic Transformation and Migration Governance.”

The Forum brought together key stakeholders from government, academia, civil society, and international organizations to engage in substantive discussions on the critical role of women migrant workers in advancing economic transformation and strengthening migration governance across Thailand and the ASEAN region.

Women migrant workers in Southeast Asia are indispensable drivers of economic growth across multiple sectors. However, they continue to face persistent structural barriers, including limited access to decent work, gaps in social protection, unequal access to skills development, and various forms of discrimination.

The Forum therefore underscored the urgent need to advance gender-responsive migration policies that recognize women migrant workers not merely as vulnerable groups, but as active economic agents and contributors to sustainable development.

“This forum provides an important opportunity for private sector, government, researchers and development partners to closely work together in co-shaping migration policies that recognize the leadership and economic contributions of women migrant workers across the region,” said Mr. Anothai Wettayakorn, Chief Executive Officer, IBM Thailand.

[Beijing, Monday 16 March 2026]

Organised by the European Union Delegation to China, the international event “Her Vision, Our Future: Women Pioneering Change” was held in Beijing on 16 March 2026 in celebration of International Women’s Day.

The event brought together policymakers, diplomats, academics, and civil society leaders to reflect on the critical role of women’s leadership in climate action and political decision-making.

During Session 2, Panel 2 – “Women in Politics: Can a society be truly developed if women are not part of the decision-making process?”, H.E. Dr. Ratchada Jayagupta, Representative of Thailand to the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) for Women’s Rights, and Director of the Asian Research Center for Migration (ARCM), Center of Excellence on Migration and Development (ARCM-CE) at the Institute of Asian Studies, Chulalongkorn University, joined distinguished international leaders as a panel speaker.

The discussion highlighted the continued underrepresentation of women in formal political institutions, despite women’s longstanding and impactful contributions across civil society, labour movements, and migration networks. Speakers emphasised that advancing women’s leadership requires not only individual empowerment, but also institutional reforms, inclusive political systems, and enabling environments that support women’s meaningful participation.

The panel also explored emerging challenges, including digital engagement and online harassment, as well as the importance of ensuring women’s voices are included in policymaking related to migration, labour mobility, and inclusive development in the Asia-Pacific region.

The event reaffirmed that gender equality is not only a matter of representation, but a fundamental driver of effective governance, responsive institutions, and sustainable societies. These discussions align closely with the ongoing efforts of ACWC to promote women’s rights and strengthen women’s leadership across ASEAN.

คณะผู้แทนสหภาพยุโรปประจำประเทศจีน (EU Delegation to China) ได้จัดงานเสวนานานาชาติ “Her Vision, Our Future: Women Pioneering Change” ณ กรุงปักกิ่ง เมื่อวันจันทร์ที่ 16 มีนาคม 2569 เนื่องในโอกาส วันสตรีสากล (International Women’s Day)

งานดังกล่าวได้รวบรวมผู้กำหนดนโยบาย นักการทูต นักวิชาการ และภาคประชาสังคมจากหลายประเทศ เพื่อร่วมแลกเปลี่ยนมุมมองเกี่ยวกับ บทบาทของสตรีในการเป็นผู้นำ ทั้งในประเด็นการดำเนินการด้านการเปลี่ยนแปลงสภาพภูมิอากาศ และการมีส่วนร่วมทางการเมือง

การเสวนาได้สะท้อนให้เห็นว่า แม้ผู้หญิงจะมีบทบาทสำคัญอย่างต่อเนื่องในภาคประชาสังคม ขบวนการแรงงาน และเครือข่ายการเคลื่อนย้ายแรงงาน แต่ ผู้หญิงยังคงมีสัดส่วนการมีส่วนร่วมในสถาบันการเมืองอย่างเป็นทางการในระดับที่จำกัด

ผู้ร่วมเสวนาได้เน้นย้ำว่า การส่งเสริมบทบาทผู้นำของผู้หญิงจำเป็นต้องดำเนินควบคู่กันทั้งในระดับ การเสริมพลังรายบุคคล การปฏิรูปเชิงสถาบัน ระบบการเมืองที่เปิดกว้าง และสภาพแวดล้อมที่เอื้อต่อการมีส่วนร่วมอย่างมีความหมายของผู้หญิง

นอกจากนี้ ยังมีการหารือถึงความท้าทายใหม่ ๆ อาทิ การมีส่วนร่วมในพื้นที่ดิจิทัลและปัญหาการคุกคามทางออนไลน์ รวมถึงความสำคัญของการรับรองให้ผู้หญิงมีบทบาทในกระบวนการกำหนดนโยบายที่เกี่ยวข้องกับ การย้ายถิ่น การเคลื่อนย้ายแรงงาน และการพัฒนาที่ครอบคลุมในภูมิภาคเอเชีย-แปซิฟิก

การเสวนาครั้งนี้ได้ตอกย้ำว่า ความเท่าเทียมทางเพศไม่ใช่เพียงเรื่องของการมีตัวแทนเท่านั้น แต่เป็นปัจจัยสำคัญในการเสริมสร้างธรรมาภิบาล สถาบันที่ตอบสนองต่อประชาชน และสังคมที่ยั่งยืนและครอบคลุม

ประเด็นดังกล่าวสอดคล้องกับความพยายามอย่างต่อเนื่องของ ACWC ในการส่งเสริมสิทธิสตรีและเสริมสร้างบทบาทผู้นำของผู้หญิงในภูมิภาคอาเซียน รวมถึงสถาบันวิจัยและการศึกษาที่ดำเนินงานวิจัยด้านการย้ายถิ่นของสตรีและการที่สตรีมีบทบาทสำคัญในการเสริมสร้างเศรษฐกิจ

As a research institution dedicated to migration and social justice, ARCM recognizes that ensuring access to justice for women and girls requires sustained action, inclusive migration policies, and strong institutions. Migration often places women and girls at greater risk of discrimination, exploitation, and barriers to justice. Through evidence-based research, policy engagement, and regional collaboration, ARCM contributes to strengthening policies and institutional frameworks that promote equitable access to justice, protection, and accountability for migrant women and girls, particularly those in vulnerable and marginalized situations.
ARCM examines the intersections of migration, gender equality, and justice systems, working to advance policies and practices that enable migrant women and girls to access legal protection, remedies, and exercise their rights regardless of migration status.
We envision a world where all women and girls live free from discrimination, violence, and structural inequality, and where access to justice is guaranteed as a fundamental human right. ARCM remains committed to generating knowledge and fostering policy dialogue to support a more just, equitable, and inclusive ASEAN and global community.

On this day of reflection, we are reminded that migration is deeply rooted in human aspiration — in the search for safety, opportunity, and a better future. It calls upon us to respond with empathy, evidence, and ethical responsibility.

ARCM reaffirms its dedication to advancing inclusive, rights-based, and evidence-informed migration governance. We envision societies where migrants — regardless of status, gender, age, or nationality — are protected, respected, and empowered to contribute fully to sustainable and equitable development.

[Tuesday 24 February 2026, Bangkok] Honored to meet with Dr. Kazuhiko Takeuchi, President of IGES, alongside Prof. Surichai and the IGES Bangkok leadership, together with the ARCM and ARCM-CE team, to update progress of our collaboration following the MOA signed in August 2025.

Strengthening partnerships remains key to translating research into regional impact and sustainable policy action.
