Colleagues, partners, and friends in Berlin and Germany — our Director Henning Glaser will be in Germany until the end of July, with Berlin offering a particularly good opportunity to meet in person.

The occasion is a teaching engagement at the European-University Viadrina, where he was invited by Professor Dr. Sonja Wüstemann to contribute to the university’s dual Bachelor’s program in Auditing. During the summer semester, he is teaching civil law and a seminar on compliance and integrity.

It is also a pleasure for him and CPG to be connected again with Viadrina, a university with which we have had a long and intensive cooperation, including through the Viadrina Compliance Center under Prof. Dr. Bartosz Makowicz. The current seminar on compliance and integrity therefore continues a relationship that has long been important to CPG’s work at the intersection of law, governance, compliance, and institutional practice.

For colleagues, partners, friends, and others connected to CPG’s work in Europe and Asia, Henning’s stay in Germany offers a welcome opportunity to reconnect, exchange ideas, and meet in person.

Upcoming webinar on CBAM verification readiness for affected companies

We are very pleased to soon host a joint webinar with Deutsche Investitions- und Entwicklungsgesellschaft (DEG), in cooperation with our German partner carboneer, focusing on a European regulation that is directly relevant for an increasing number of exporters and suppliers in Thailand and the region participating in EU-linked value chains: the European Union’s Carbon Border Adjustment Mechanism (CBAM).

Since CBAM entered its definitive regime in January 2026, EU importers have started to assess suppliers of goods in the sectors currently covered by the regulation — iron and steel, aluminum, cement, fertilizers, hydrogen, and electricity — through a very specific lens: whether they can provide supplier-specific actual emissions data that is properly documented and ready for future third-party verification.

To provide practical guidance, the upcoming webinar will focus on the relevant regulatory requirements and on what affected companies should do now to become CBAM verification-ready, ahead of the expected practical availability of third-party verification in early 2027.

The webinar will also draw on the dedicated CBAM verification readiness portfolio that CPG offers together with carboneer to help companies in Thailand and the region use 2026 to put the necessary data, documentation, evidence trail, and governance structures in place — and to turn CBAM-related compliance pressure into a competitive advantage in EU-linked value chains.

Can Myanmar build a lasting constitutional order?

In a recent 2.5-hour podcast discussion on Insight Myanmar, CPG Director Henning Glaser offers an in-depth analysis of this question.

In the episode, “The Social Contract,” Henning Glaser examines Myanmar’s constitutional history, ongoing conflict, and future political development. Drawing on constitutional theory, comparative experience, and Myanmar’s own constitutional experience, he argues that constitutions—as expressions of a political community’s shared vision—can only function when supported by legitimacy, institutional capacity, and political authority. As he notes during the discussion, constitutional order ultimately depends on more than constitutional design alone: “constitutions need power.”

Reflecting on Myanmar’s constitutional history, Henning Glaser examines the consequences of unresolved questions of statehood, political belonging, and the distribution of power. The discussion addresses the legacy of the 1947 Panglong Agreement between the Burmese leadership and several ethnic minority groups, the challenges of building civic unity in a diverse society, and the complex relationship between constitutional development, federalism, and peacebuilding.

Rather than treating constitutional reform primarily as a matter of institutional design and legal drafting, he emphasizes the need to ground constitutional ambition in political realities, arguing that sustainable constitutional orders emerge gradually through the development of trust, functioning institutions, and shared political commitments.

“The Social Contract” builds on a previous Insight Myanmar episode, “The Long Stalemate,” which examined Myanmar’s military and political situation and the likelihood of a prolonged stalemate in which neither the regime nor the fragmented opposition can achieve decisive victory. It highlights how competing ethnic armed actors, external geopolitical rivalries, and the expansion of illicit economies reinforce the conflict and reduce prospects for a coherent post-conflict settlement.

Together, the two conversations offer a complementary perspective on Myanmar’s future: the first explains why a stable political settlement remains difficult to achieve, while the second explores the constitutional, institutional, and societal foundations required for such a settlement to endure.

Geopolitical tensions, supply-chain disruptions, and rising economic uncertainty are increasingly shaping the operating environment for manufacturers across Southeast Asia.

These dynamics were addressed by CPG Program Manager Lucas Meier in a presentation on June 15, 2026, at the ASEAN Members’ Regional Event in Bangkok of the Verband Deutscher Maschinen- und Anlagenbau (VDMA), the German Mechanical Engineering Industry Association representing more than 3,000 member companies across the engineering value chain.

Other panelists included Tiffany Ang, Regional Manager of VDMA ASEAN; Frank Malerius, Director of the Thailand office of Germany Trade and Invest (GTAI), the German government’s agency for international trade and investment promotion; and Santi Abakaz, Co-Founder of TasteBud Lab, a Thailand-based food-tech innovation platform focused on sustainable and sustainable food system development.

In his presentation, “Operating in a World in Flux: Geopolitical Shocks, Supply-Chain Exposure and Manufacturing Resilience in Thailand,” Lucas Meier examined how companies are adapting to an increasingly geopolitical operating environment. He outlined three defining characteristics of this shift: the growing frequency of geopolitical shocks, the declining capacity of existing systems to absorb and contain them, and the increasing interconnection of disruptions that generate cascading second- and third-order effects across global value chains.

Building on this framework, he translated these dynamics into concrete implications for manufacturing in Thailand and the wider ASEAN region, highlighting how geopolitical risk is now directly embedded in supply-chain exposure, diversification strategies, and location decisions — with tangible consequences for operational resilience and long-term competitiveness.

Against this background, he identified two key priorities for companies operating in this environment: strengthening geopolitical literacy and institutional capacity at both executive and operational levels, and reinforcing governance and compliance frameworks as regulatory regimes — including tariffs, rules of origin, sanctions, export controls, investment screening, data governance, traceability, and documentation requirements — become increasingly complex and consequential.

CPG Program Manager Lucas Meier participated in a digital panel discussion hosted by the Friedrich Naumann Foundation (FNF) on June 15, 2026, titled “ASEAN goes BRICS – Why Indonesia, Malaysia, Thailand and Vietnam are seeking new options – and what this means for Europe and Germany.” The discussion examined how Southeast Asia is recalibrating its foreign policy strategies amid shifting global power dynamics.

The panel focused on Indonesia, Malaysia, Thailand, and Vietnam, which remain closely integrated into long-standing economic and political partnerships with the United States and Europe, while at the same time expanding engagement with BRICS.

Against this backdrop, the exchange explored key drivers behind this approach, including the pursuit of greater strategic autonomy in global governance, the need to strengthen economic resilience through diversified partnerships, and the influence of domestic political considerations on foreign policy priorities across the region.

Alongside Lucas Meier, the panel featured Jan-Christoph Oetjen, Member of the European Parliament, and Felix Jantz, Regional Program Manager for Southeast and East Asia at FNF and editor of the recently published volume ASEAN goes BRICS: Understanding the Attraction of BRICS for ASEAN Countries (Regional Office Asia, Friedrich-Naumann-Stiftung für die Freiheit, 2026).

The event was moderated by moderated by Jessica Buchmann, a political scientist specializing in foreign trade and international relations, particularly concerning Asia and Africa.

CPG recently had the pleasure of welcoming Dr. Nimnual Piewthongngam for a meeting and exchange at our offices at the Faculty of Law, Thammasat University.

Dr. Nimnual is, among other notable roles, Chair of the SME Committee of the Joint Foreign Chambers of Commerce in Thailand (JFCCT) and serves as the Private Sector Representative for Thailand on the ASEAN MSME Advisory Board (AMAB). In these capacities, she has been particularly engaged in advancing sustainability-related initiatives, especially with regard to Thailand’s small and medium-sized enterprises (SMEs).

Against this backdrop, our meeting focused on possible joint activities and forms of cooperation in the field of sustainability- and ESG-related requirements, with a particular emphasis on SMEs, which — as a backbone of the Thai economy — are increasingly exposed to sustainability-related compliance pressures, often transmitted through market access requirements and supply-chain relationships.

Dr. Nimnual, an alumna of Thammasat University’s Faculty of Law, was accompanied by two members of her team. On CPG’s side, the meeting was attended by Director Henning Glaser, Venus Phuangkom, and Lucas Meier.

Since the EU’s Carbon Border Adjustment Mechanism (CBAM) entered its definitive regime on January 1, 2026, producers outside the EU that manufacture goods covered by CBAM, or form part of the relevant supply chains, are facing growing pressure from European customers. These EU importers rely on their non-EU suppliers for the data they need to prepare for the purchase and surrender of CBAM certificates and to submit their first annual CBAM declarations for 2026 imports by September 30, 2027.

For producers and suppliers, this creates a difficult timing challenge: CBAM-relevant data is already being requested and submitted during 2026, while third-party verification of that data is expected to become available only around early 2027.

To help producers meet this challenge and to use the given time window in a practical, accessible, and locally grounded way, CPG, together with its corporate arm Dynamic Minds (DM), has signed a Memorandum of Understanding with carboneer, a Berlin-based and internationally active carbon markets consultancy. Through this cooperation, CPG, DM, and carboneer offer a comprehensive service package designed to take companies from initial uncertainty or fragmented data responses toward full CBAM verification readiness.

The service portfolio covers both the technical requirements — including a Monitoring Plan for CBAM-relevant data, embedded-emissions calculation, documentation, and evidence preparation — and the internal governance structures needed to make CBAM compliance a regular operating process rather than a one-off verification exercise. Depending on the company’s needs, the support can be adapted in language and level of on-site involvement.

CPG and International Open Justice Network explore cooperation on open justice

Open justice and justice reform increasingly form part of a global dialogue on how judicial systems can strengthen transparency, accountability, and public trust.

Against this backdrop, CPG Director Henning Glaser held a virtual exchange with Dr. Álvaro Herrero, Executive Director of the Buenos Aires-based International Open Justice Network (Red Internacional de Justicia Abierta, RIJA), on recent developments and emerging challenges in the field. RIJA is an international platform that connects judicial institutions, international organizations, academics, and civil society actors working to advance open justice across Latin America and beyond.

The discussion highlighted converging reform agendas across regions, drawing on experiences from Latin America, Southeast Asia, and the wider Asian context. Key issues included judicial independence, access to justice, transparency, and public participation in justice systems. The exchange also reflected on Thailand’s recent accession to the Open Government Partnership (OGP) and its relevance for ongoing governance and justice-sector reform.

The meeting also explored possibilities for future cooperation, including joint events and exchange formats to strengthen cross-regional learning and dialogue among justice-sector stakeholders.

CPG thanks Dr. Herrero for the constructive exchange and looks forward to continuing the dialogue on open justice and justice reform — core themes of CPG’s work on governance, the rule of law, and citizen participation.

CPG is pleased to announce the signing of a Memorandum of Understanding with Thammasat Business School (TBS) of Thammasat University, the first and only Thai business school to achieve Triple Crown accreditation from EQUIS, AMBA, and AACSB.

The MoU was signed on June 2 by Associate Professor Surat Teerakapibal, Ph.D., Dean of TBS, and CPG Director Henning Glaser. The signing was witnessed by Assistant Professor NOPTANIT C., Ph.D., Associate Dean for Global Engagement and Digitalization at TBS, and H.E. Dr. Warawit Kanithasen, Ambassador (ret.) and Senior Research Fellow at CPG.

Also in attendance on behalf of TBS were Assistant Professor Dr. Nuchjarin Intalar, Assistant Dean for Partnerships and Alliances, and David K. Narong, Ph.D., Assistant Dean for Academic Affairs and Lecturer at TBS, as well as CPG Program Manager Lucas Meier.

For CPG, which is headquartered at the Faculty of Law of Thammasat University, this MoU is particularly meaningful. It strengthens CPG’s engagement within the University community and opens new opportunities for interdisciplinary academic exchange with TBS, including in areas of growing importance for Thailand such as compliance, corporate governance, sustainability-related compliance, and ESG — particularly as the country advances its OECD accession process and continues to align with international standards and best practices.
