For the foreigner, who enters into Thailand without visa, but is allowed to stay in Thailand with a permit of stay for a period of 15 days, 30 days, 90 days only.

The Immigration Bureau has just sent me this official infographic. The following is my unofficial translation:

Foreigners (who are allowed temporary stay) can now stay in Thailand until 31 July 2020.
You do not need to extend visa.
✅ You do not need to do 90-day reporting.
✅ You do not need to pay fees.
✅ You do not need to submit documents.
✅ Everything will be done for you automatically.

Client : Mr.S (Australian) 84 yrs old
Client Enquiry : Our Australian customer want to extend 1 Year Retirement Visa which the visa is the last day
Condition : Our customer (Australian) aged 84 yrs traveled with a wheel chair, as he is very old, unable to sit and walk in order to renew Retirement Visa 1 Year, whose visa is the last day. The new condo owner notified TM30 by Post to Immigration, causing the receipt of the TM30 delayed and have to pay a fine.
Results : We help customer notify TM30 by Off line submission without delay and can extend this Retirement Visa next 1 yr within 1 day.

Client inquiry : Need to cancel Non-B Visa & Work Permit within 1 day and flight back to Japan on Sat. Apr.11,2020
Condition : Under Covid-19 situation, in order to reduce the risk Revenue Dept. provide the service of With holding Tax Income Report (Por.Ngor.Dor.1) by E-Filing system which normally requires 3 days for the process.
Results : We can do it successfully within 1 day
(Or else Japanese client had to come to Immigration office himself to extend Visa 7 days without Por. Ngor Dor.1 Report.)

👩‍✈️Permanent Resident Visa👨‍✈️

To qualify for this visa, you must have stayed in Thailand for 3 consecutive with the one-year-visa extensions. If you are married to a Thai for 5 years, you must be earning 30,000 Baht/month. If you are single, at least your monthly income should be 80,000 Baht.
You just simply present your three years of personal tax statements proving the above-stated income requirements to qualify for a Permanent Resident Visa in Thailand.

💑" Marriage Visa and Retirement Visa "👨‍👩‍👧‍👦

There is no direct application for this 2 visa types. But don't worry its not going to be a complicated process, as long as you will meet the special financial requirements for the application. How to obtain a Marriage Visa in Thailand: You must simply be married to a Thai National. Otherwise, if you want a Retirement Visa in Thailand, you need to be 50 years old or above.
The process is as easy. First step, you obtain a non-immigrant visa. Next, convert the non-immigrant visa to either Marriage Visa or Retirement Visa. These are the visa types that will allow you to stay in Thailand for the whole 1 year (renewable) without going to the border or not leaving the kingdom anymore at all.
