Fresh restrictions on the executive condominium (EC) market are expected to steer buyers towards the last batch of projects exempt from the rules, while cooling developers’ appetite for upcoming EC land tenders.

In a move to rein in soaring EC prices and temper land bids, the government on Friday (May 8) announced that the minimum occupation period (MOP) for EC units will now be extended to 10 years. Previously, the MOP before an owner could sell their unit was five years.

The government has tightened rules for Singapore’s executive condominium (EC) market amid heated demand, with measures aimed at improving affordability and curbing “flipping” on resale.

Prices of new ECs, first introduced in 1995 as a more affordable public-private hybrid housing type, have risen sharply in the last few years, along with land bids.

While overall Housing & Development Board (HDB) resale prices dipped for the first time in nearly seven years in the first quarter of 2026, median prices for four-room flats reached S$1 million in two towns.

Median resale prices for four-room flats in Queenstown stood at S$1.04 million in Q1, while those in Toa Payoh fetched S$1 million, quarterly data released by HDB indicated on Friday (Apr 24).
