Invitations issued to Express Entry candidates with a provincial nomination for permanent residence are up this year, according to new data from the Government of Canada.

Of the 62,500 Express Entry candidates invited to apply for Canadian permanent residence between January and September, 12 per cent — or roughly 7,500 — had a provincial nomination.

During this same period in 2017, Invitations to Apply (ITAs) issued to Express Entry candidates nominated by a Canadian province or territory stood at just over nine per cent of all invitations issued.

Canada’s Provincial Nominee Program (PNP) works to spread the benefits of immigration more evenly across Canada by allowing participating provinces and territories to nominate a set number of economic immigration candidates for permanent residence each year.

Every province and territory with an immigrant nominee program now has at least one immigration stream that is linked to the federal Express Entry system, which manages the pool of candidates for Canada’s three main federal economic immigration programs — the Federal Skilled Worker Class, Federal Skilled Trades Class and the Canadian Experience Class.

Express Entry candidates who receive a provincial nomination are awarded an additional 600 points toward their Express Entry ranking score, which effectively guarantees an ITA in a subsequent Express Entry invitation round held by Immigration, Refugees and Citizenship Canada (IRCC).

Ontario Express Entry: Human Capital Priorities Stream
Ontario's Human Capital Priorities Stream targets foreign skilled workers in the Express Entry pool with the necessary education, work experience, language proficiency, and other characteristics to establish economically and settle in the province of Ontario.
To be considered under this stream, candidates must qualify for the Immigration, Refugees and Citizenship Canada's (IRCC) federal Express Entry pool through either the Federal Skilled Worker Class or the Canadian Experience Class. Candidates may not apply directly to this stream. Instead, they must first receive a Notification of Interest (NOI) from the OINP based on their Express Entry profile.

The OINP searches the Express Entry pool and identifies potential candidates who:

Meet the minimum Comprehensive Ranking System (CRS) in IRCC's Express Entry system as determined by the director;* and
Meet the criteria of Ontario’s Human Capital Priorities Stream (see below).
Candidates identified by the OINP will receive an NOI, which will invite them to apply online to the OINP for nomination under the Human Capital Priorities Stream. From this point, selected candidates have just 45 calendar days to apply to the OINP under this stream. It is important to note that applications submitted outside the 45 calendar days will not be processed. If their application is approved, candidates will be notified of their nomination by the OINP, which they can accept and use to apply to IRCC for permanent residence.

Critical Workers for Prince Edward Island (PEI)

You can apply for a nomination for permanent residency through the Critical Worker stream of the Prince Edward Island Provincial Nominee Program (PEI PNP) if you are currently working in PEI. The PEI Critical Worker stream is employer-driven, allowing Island employers to fill low-skilled positions that they are unable to fill through the local job market.

Am I eligible?
To be eligible to apply for the PEI Critical Worker stream you must:

have a full-time long-term (i.e. permanent or minimum of two years) job offer from a PEI employer in NOC skill level C or D (link is external) in one of the following occupations: truck driver, customer service representative, labourer, food and beverage server, or housekeeping attendant;
have worked a minimum of six months full-time for the PEI employer;
have a valid work permit and legal status in Canada;
be able to attend an interview with staff from the Office, if required;
possess a minimum education of secondary school;
be between the ages of 21 and 59;
have at least two years of full-time work experience or relevant education in the past five years;
provide a language test from an IRCC approved testing institute within the past two years with a minimum score of CLB/NCLC 4;
have sufficient financial resources to pay all immigration costs (including travel expenses) for you and your family to be able to establish in PEI; and
demonstrate a genuine intention to settle in PEI.

Is there any way to get a PR in Canada without IELTS (e.g., sponsorship)?

Well, We don’t think you can do without IELTS (International English Language Testing System) exam to get PR in Canada. We would rather suggest you to go for Canada immigration program that demands low IELTS score, i.e.

Saskatchewan Immigrant Nominee Program (CLB 4 minimum English Language Proficiency)

Atlantic Provinces Pilot Program (AIPP) - (CLB 4 minimum English Language Proficiency)

Quebec Skilled Worker program (QSWP) - (CLB 5 minimum English Language Proficiency)

Moreover, if you particularly want to avoid the IELTS test only, you can try another Language test accepted by Canada for English Proficiency, i.e. CELPIP (Canadian English Language Proficiency Index Program) - Obtain CELPIP- General test for the purpose of immigration.
