A lot of people quietly write themselves off years before they ever submit anything, citing reasons like not being the right age, not having the right job, or no family ties. Easier to keep renewing the pass and not think about it.

We saw an approval in principle come through this year for a profile that fits that description almost exactly.
We are not going to pretend that means anything is guaranteed, because it doesn't. But there is a difference between being told no and assuming it on your own behalf. One of those you can actually find out about.
