CLARIFICATION: Proof of Accommodation – Granting and Renewal of Residence Permit
AIMA recalls that proof of accommodation always requires the attachment of a declaration by the applicant himself, under oath, of his residence address with mention of the legal situation of use (ownership/usufruct/lending/lease), according to the draft on AIMA's website available in forms and minutes) and the attachment of the following documents:

Owners or Usufructuaries:
• Declaration by the applicant himself, under oath, of his residence address mentioning the legal status of the use.
• Access code to permanent land certificate or certificate in physical format in force, to prove the quality of the property/usufruct.

Tenants (Arrendamento):
• Declaration by the applicant himself, under oath, of his residence address mentioning the legal status of the use.
• Rent agreement from which the applicant's identification and rent receipt for the previous month, for proof of the Rent.

Loan for use (Comodato):
• Declaration by the applicant himself, under oath, of his residence address mentioning the legal status of the use.
• Lending agreement(Loan for use) and permanent land certificate, to prove the lending.

Applicants without Contracts (If the applicant is not identified in the lease or lending agreements, he/she must attach it on the day of the service or through the platforms):
• Declaration by the applicant himself - under his oath and under criminal responsibility for any provision of false declarations - stating that he actually resides in the place, the number of the description of the land registry of the rented property and in what capacity he resides in the place (if rent/lending), as well as the full name and the NIF/NIPC of the owner who gave him the property for housing;
• Certificate issued by the Tax Authority (AT-Finance) stating the tax domicile, issued less than 30 days ago and clearly identifying the tax domicile of the applicant.

In the special cases of accommodation for students attending vocational/secondary/higher education:
• Declaration by the applicant himself, under oath, of his residence address mentioning the legal status of the use
• The Rent agreement entered into by the school and the private entity may be presented, accompanied by the notarized declaration with individual mention of the students who actually reside in the accommodation, if this mention is not included in the contract;
• Alternatively, a statement from the educational establishment may be submitted, under oath and duly certified, attesting to the individualized residence of the students, as well as the legal situation underlying the use of the property;
• University residences: a certificate from the higher education institution can be presented, attesting that the applicant is entitled to accommodation.
Notes:
- Certificates issued by the Parish Councils are not accepted as proof;
- AIMA will analyze the number of residents who are declared per accommodation.

ESCLARECIMENTO: Comprovativo de Alojamento – Concessão e Renovação de Autorização de Residência
A AIMA relembra que a prova do alojamento obriga sempre à junção de declaração do próprio requerente, sob compromisso de honra, da sua morada de residência com menção da situação jurídica do uso (propriedade/usufruto/comodato/arrendamento), conforme minuta na página de internet da AIMA disponível em impressos e minutas) e a junção dos seguintes documentos:

Proprietários ou Usufrutuários:
• Declaração do próprio requerente, sob compromisso de honra, da sua morada de residência com menção da situação jurídica do uso.
• Código de acesso a certidão predial permanente ou certidão em suporte físico em vigor, para prova da qualidade da propriedade/usufruto.

Arrendatários:
• Declaração do próprio requerente, sob compromisso de honra, da sua morada de residência com menção da situação jurídica do uso.
• Contrato de arrendamento de onde se retire a identificação do requerente e recibo de renda referente ao mês anterior, para prova do arrendamento.

Comodatários:
• Declaração do próprio requerente, sob compromisso de honra, da sua morada de residência com menção da situação jurídica do uso.
• Contrato de comodato e certidão predial permanente em vigor, para prova do comodato.

Requerentes sem Contratos (Caso o requerente não esteja identificado nos contratos de arrendamento ou de comodato, deverá juntar no dia do atendimento ou através das plataformas):
• Declaração do próprio requerente – sob seu compromisso de honra e sob responsabilidade criminal por eventual prestação de falsas declarações - onde conste que reside efetivamente no local, o número da descrição do registo predial do imóvel arrendado e a que título reside no local (se arrendamento/se comodato), bem como o nome completo e o NIF/NIPC do proprietário que lhe cedeu o imóvel para habitação;
• Certidão emitida pela Autoridade Tributária (AT) onde conste o domicílio fiscal, emitida com data inferior a 30 dias e que identifique claramente o domicílio fiscal do requerente.

Nos casos especiais do alojamento de estudantes que frequentem o ensino profissional/secundário/superior:
• Declaração do próprio requerente, sob compromisso de honra, da sua morada de residência com menção da situação jurídica do uso
• Pode ser apresentado o contrato de arrendamento celebrado pela escola e a entidade privada, acompanhada da declaração autenticada com menção individual dos alunos que residem efetivamente no alojamento, caso essa menção não conste do contrato;
• Em alternativa poderá ser apresentada declaração do estabelecimento de ensino, sob compromisso de honra e devidamente certificada, atestando a residência individualizada do/dos aluno/os, bem como a situação jurídica subjacente ao uso do imóvel;
• Residências universitárias: pode ser apresentada certidão do estabelecimento de ensino superior, na qual se ateste que o requerente tem direito a alojamento.
Notas:
- Não são aceites como meio prova atestados emitidos pelas Juntas de Freguesia;
- A AIMA irá analisar o número de residentes que sejam declarados por alojamento.

Be careful about documentations and gaps in social taxes or bussiness
AIMA will analyse the docs and the presence in Portugal and only will give appointments to the people that the documents and process is ok.

Regarding applicants for residence permits in Portugal, who have SIS measures and UCFE return, its time now for religious communities, immigrant communities and associations, groups linked to the various communities of Nepal, Bangladesh, Pakistan and India must organize themselves and hold meetings, pressure, lobby and obtain help, for a dignified solution for people who are in Portugal working and living and who loves Portugal, with the competent authorities, political parties and AIMA, since many good immigrants are part of the Portuguese community, in the labor market and comply with the Law, with the exception of SIS measures that despite having been registered now, almost always concern to facts and situations, non criminal offcourse, prior to coming to Portugal, such as asylum applications that were rejected a long time later when the applicants were already in Portugal, or student or work visas that the applicants left those countries and came to Portugal and the SIS measure was registered because they stopped complying with those visas or residence permits in those countries, and it is up to Portugal to analyze and grant the title of residency so that the SIS measure can be eliminated.
It is time for communities to unite and exert pressure, demonstrate lobby for a solution for the hundreds of people who are working and living in Portugal and who apparently Portugal does not want to resolve and demands that they leave Portugal.
Good people and good workers are needed in Portugal and the ones they are living, working and making bussiness in Porugal must have solution fast. We dont want the same situation as 2015, 2016 and 2017 again because was 2 or 3 years that people had life on holding.
