As student of law my humble view is this is against the preamble of COP–1973

18TH AMENDMENT (2010)

Parliamentary Committee on Constitutional Reforms held 77 meetings over 10 months, spent 385 hours in deliberation, and reviewed 982 public proposals

Debate in the National Assembly and the Senate lasted for just 2 and 4 days, respectively

26TH AMENDMENT (2024)

The constitutional package wasn't referred to a committee for review

There was little to no debate; the Senate took only 3 hours to pass the amendment while the National Assembly passed it within 5 hours

finally amended rules regarding Active Taxpayers List (ATL), now taxpayer's name will be included in ATL right after due date of filing of tax return if he files within stipulated tim for example: If tax return of 2024 filed on/before 31-10-2024, name will appear in ATL on 01-11-2024. So taxpayers don't have to wait till 1st March of next calendar year to see name in ATL list to avoid higher withholding taxes.

Further ATL list will be updated on daily basis instead of weekly. So even if you are late for filling of tax return, by just depositing Rs1,000 surcharge your name will be added in ATL list very next day. However, later filers provisions hv to be considered as well.
