Pak Foreign Policy and Stance on Issue.

A british delegation visited AK and held a joint press conferences in front of INTERNATIONAL MEDIA. British Delegation showed there solidarity with IHK Peoples, also emphasized on international community to influence there existence and relations to get solved this grim and grave situation. And also promised to pursue this matter to their best end. We are thankful for there joint effort for IHK.

But AK President was talking in URDU in front of International Media. i am curious to know has he been to present IHK case in front of British Delegation in Proper Manner and format ?

International Media was present all over. This press conferences got coverage all over the world and got an eve. At this time, there was need to use this platform and forum to pursue them and t present IHK case in a firm manner that this press conference become history in world press and Indian Government remembered it for decades.

So, three is a need to revise our foreign policy and stance on IHK issue. and more importantly, we need to change the advocates and hand over the kashmire issue file to some prominent, renowned, well talented, well educated personality who is well aware of this case and fluent in English or in multiple languages. So, that he can fight and present IHK Case efficiently and deliberately.

Subject: SEEKING UNITY

Either it is UK or USA or France or any other Non-Muslim Democratic State, unity at public level and role of media to present the incident and to elaborate the facts of the case to general public, role of local police department to probe into incident to bring true image of the story to public, attitude and body language of politicians, bureaucrats and other known representatives, towards social media, about commenting about the incident is terrific and outstanding. In recent brutal massacre in USA, even a blind can see and feel the role of general public and local leaders instead of just posting, commenting and arguing on social media.
There was a time when people from across the world wished vigorously to visit Muslims states seeking knowledge, wisdom, manners, true image of democratic politics and modesty. They underwent years and years to learn and to get the status of civilised society from our Muslims Scholars who was not only renowned teachers but also politicians and bureaucrats whose names are still pronounced with bowed head.
We are Muslims living in Islamic Republic of Pakistan. What the hell is happening in Syria, Iraq, Philistine, J.K.? Does anybody tried to know and to plunge into the matters of Middle East? How they are being played by two non-Muslims states? Roughly estimated, about 280,000 Muslims civilians have lost their lives in Syria since 2011 till now. Muslims are being strangled, killed, and r***d by the Muslims on the name of Allah. Recently in Syria, an air strike hits, yet nobody claimed the responsibility, but there are about 21 casualties and dozens are injured. Does any Muslim channel on aired the report on social media. Are we really living in Islamic Republic of Pakistan?
All we have to do is to just unite at local level and with international Muslim community to show a single firm stance if ill will eye stared at us. Media should also on air some Talk shows who draw attention towards global Muslims issues. Our politicians, bureaucrats, establishment should raise these massacre issues at UN level and also pursue them with their allies to get fruitful results. And also boycott cooperation and collaboration with any power, until and unless, at least, these Muslims killings incidents globally are well known to general public at large indefinitely.

Subject: SetBacks
There was a time when play of politics was in some oligarch’s hands. There were at liberty to make and build there bonding with some politicians. Eventually, they have bought villages, communities and caste during the election campaign. Sometime price has been cash, floor, bicycle (in my constitutience during Q league) to bond their votes, whims and wishes, even voice for native oligarchs. Most importantly there were just bunch of people who participating in electoral system in electing their representatives in exchange of value able things. They all unable or was not intended to evaluate and judge the character history and development work in this area. They all were just stamping blindly upon the given photo.
At the same time, there was community or group of educated people who wasn’t participating and showing their interested in this mess. They did every possible act to keep themselves away from LBE and GE in not to participate.
Irrespective of the facts, either I’m voter of the IK or not. I, cordially, appreciate PTI that how they have shaken thoughts of this community to change this nation. IK tacitly has strength its roots into this elite society and convinced them to participate in LBE and GE in to decide the faith of this nation. I was watching live coverage of the PTI demonstration in front of the PA, ladies were crying, weeping and praying, irrespective of the factor, either was being filmed or not, to brig change, a true democratic face, a speedy trial system for everybody, for better educational system for their children and to strengthen & deepen the roots of this country. This is a positive sign for this nation and generation that women are standing with men shoulder by raising their voice no matter what! Now, there families are being participate and contribute in this political war to elect their representatives who have kept themselves away from this since decades.
A so entire credit goes to PTI leadership and workers, especially, IK, who make this, happen. So I also hereby request to all those families who still are participating and raising their voice in this war, come and give us your voice. Pakistan need this. Our generation need this. To bring revolution in this country, we need you. Although, it will be a enormous setback for this traditional politics.

Subject: IslamoPhobia

There isn’t any doubt of rising intensification in Non Muslims around the world about Muslims community. They all of them consider Muslims responsible for increasing threats fort the native community. But the point is to be noted to held responsible for Muslims Community either they are supporting the terror attacks or they strongly condemning these brutal attacks around the world, in response of which, casualties are Muslims or Non Muslims.
To avid this grim and grave situation, many Muslims communities groups are working globally to present the true image of Islam, to spread the true teachings of the Islam, to explore the basic concept of the Islam! They are conducting the seminars, workshops and distributing free Islamic literature in the Community.
The point which I want to bring into account is that Muslims are doing work day and night to support them. But there is a need to improve, mobilize and modernalise the efforts by these activists to achieve the said target. The target of which is "Islam is religion of peace, harmony, brother hood and sharing."
Quran has clearly said that: "he who killed a single man, have killed the whole community" This is true spirit of Islam, those who are killing and destroying the beauty of nature in the name of Islam. They are not Muslims even Humans.
So I hereby condemn all of the acts intentionally and un-intentionally done and being done by the groups in promoting hater against the Muslims Community around the world and also request the Pakistan ambassadors representing UN to lift this matter in UN and make a policy based on these cases and do their best to support and secure them from these kind of propaganda by these ill will groups.

Subject: Water Thief

Everybody is well aware of the damn water sewerage system in homeland. Drinking water pipelines are adjacent to the drain. In addition, some are merged like no one rationally can judge and separate the drinking water pipe line or sewerage one.
Turning to subject matter, Federal Government has installed and is planning to install Water Purification Plant (CDWA) in each union council since 2004. It is pertinent to not that individual plant can supply/provide 2000/4000 litre purified water per hour.
But the reality is, it can hardly give 100 litre purified water per hour. Well known banquet halls are being honoured/served by this way. Plant supervisor ensures to shut off OR slow down the supply valve to keep storage until 1 AM when the banquet halls representative/taut smuggles the purified water in Blue Big Water Cans to their respective destinations in exchange of food/leftovers and valuable cash prise, in some cases advance cash!
Once again as usually, poor man is being deprived from Purified Water. Most of time, they have to wait 30-40 minutes to fill 19 litre water can. I certainly don’t understand how this plant is capable of 2000/4000 litre purified water per hour?
I hereby request Punjab Provincial Concerned Authorities to plunge into this matter and deal with irony hands with those who are involved in this illegal act. And at the same time, also ensure uninterrupted supply of purified water to the needy 24/7, no matter who stands in their way.

At 25th April, I was sitting in the office right at that time PM was addressing publically at Kotli Satiyan. Premier asked the people of Kotli Satiyan, “if you want to construct a road, tell me?” I don’t know what the people of Kotli Satiyan told to Premier. But I have something to tell him.
“Ketchery Road Pasrur has been drain in Gutter’s Water since 2 years. Alongside to the main Ketchery Road, lid of the main drain have been blown up(6 FEET WIDTH) on complain of native people as the all of the community was getting sick due to the drain water blockage since 2 years in the streets. In fact, local community requested the municipal authorities to clean up the mess. In stead of doing that, they did this! In addition to this, Girls High School is also situated in this dangerous zone.”
Ketchery Road Pasrur/Timber Market is the main business hub, main GT road which leads towards Sialkot and the busiest zone in response to educational and population point of view. People of the area have dropped a number of complains to the concern authorities and yet to be entertain.
So I humbly request to PM Nawaz instead of asking Kotli Satiyan People, better put some concentration towards our grim and grave situation and get rid us from this ill environment where Mosquito population is larger than District population.

SHC allows SCRA in respect of custom duty refund claim in luxury vehicle case

KARACHI: Pakistan Customs lost an application against the decision by Special Customs tribunal as its officials failed in proving before the court that vehicle in dispute (Hummer) is a luxury vehicle or to be specific a “Limousine”.

According to details, a divisional bench of Sindh High Court (SHC) comprising Justice Munib Akhtar and Justice Zulfiqar Ahmad Khan dismissed a Special Customs Reference Application (SCRA) filed by the Collector of Customs against tribunal and Muhammad Shafique, an importer who imported a vehicle (Hummer) from USA. They filed a Goods Declaration under PCT Heading 8703 meant for 10-15 seat transport vehicles. The importer later filed a refund claim amounting to rupees 6, 337, 202 maintaining that PCT HS 8703. 9090 was mentioned in the GD erroneously instead of PCT HS 8702. 9090. The importer filed the refund claim maintaining that vehicle is meant for transporting ten or more persons and thus falls under PCT HS 8702 attracting custom duty at a rate of 20 per cent while PCT HS 8703 attract a 100 per cent duty.

The counsel for respondent/importer vehemently argued that disputed vehicle even if treated as as luxury vehicle can be treated under 8702.

Masooda Siraj advocate, counsel for applicant/customs rebutted and said vehicle (Hummer) with a seating capacity of five person including the driver can be classified under 8703 as per specification, internal configuration and thus no claim for refund is made out.

The bench however agreeing to the contention of the importer/respondent dismissed the application filed by Pakistan Customs maintain the order of the tribunal, which ordered refund of the extra custom duty collected.

Pharmaceutical firms asked to deposit evaded duty/taxes of Rs 43.43 million by Collector Customs Adjudication Jawaid

KARACHI: Chaudhry Muhammad Javaid Collector of Customs Adjudication II in the two identical mis-declaration cases has directed M/s Glaxo Smithkline Pakistan and M/s Abbott Laboratories Pakistan Limited Karachi to pay duty and taxes as both the companies evaded duties through un-due claim of exemption on consignment of aluminum roll-on caps.

Glaxo evaded taxes and Customs duty to the tune of Rs 37.23 million while Abbott hoodwinked Customs and evaded Rs 6.19 million on taxes and Customs duty head.

The Authority also asked Glaxo Smithkline to pay a penalty of Rs 5 million and Abbott Laboratories to pay a penalty of Rs 2 million in the terms of clause (14) of Section 156(1) of the Customs Act 1969. Similarly the Customs Agents of Glaxo namely Services International, AJ Mirza and Company and Pestonji J Daroga nd Company apparently connived with the importer to facilitate its clearance through deliberate mis-declaration have also been imposed the penalty of Rs 500,000 each.

The Customs agent of Abbott Laboratories namely Services International was also fined of Rs 500,000 as penalty for facilitating importer’s incorrect declaration by the Authority.

Both the companies imported and cleared aluminum caps under PCT heading 8309.9000 chargeable to Customs Duty at 25 percent through misuse of SRO 567(I)/2006 attracting 5 percent Customs duty.

The order said the respondents have grossly misused the Serial number 31 and 32 of Category D of said SRO to their respective benefits.

It was evident that in the pharmaceutical field both the caps and lids were used distinctly for special purpose and in no way these were one and the same thing.

Moreover the Customs Adjudication II noted that how the assessing officers of the clearance Collectorate failed to distinguish between closing lids and caps to be used as pharmaceutical packing material in the presence of huge literature on this account. The Directorate Intelligence and Investigation was also directed to ensure that Assessment Alert was issued to all the clearance Collectorates in the country on this account so that no such inadmissible concession was allowed to anyone who was not entitled for it.

Earlier in a similar Customs duty and taxes evasion case, Sami Laboratories has also been fined of Rs 3 million and asked to pay evaded tax money which was amounting to Rs 14.64 million.

NA Finance Committee visits Customs House

KARACHI: National Assembly Finance Committee visited Customs House on Wednesdays and held meetings with senior officers.

Member Customs Nasir Masroor was also present on the occasion.

The Committee reviewed the performance of the Customs and took note of the issues and problems facing Customs. The Committee of National Assembly would furnish recommendations to the government.

The NA Committee is headed by Qaiser Sheikh and comprises of Mian Manan, Rasheed Godil, Nasir Khan Khattak, Saeed Manais.

NA Committee had meeting which was attended by Chief Collectors Abdul Rasheed Shaikh, Zahid Khokhar and Collectors Tariq Huda, Agha Jawwad, Majid Yousafzai, Mukarram Jah, Saifuddin Junejo, Samina Tasleem Zohra, Director General Sameera Nazir, Javed Ghani and Directors Wajid Ali, Wasif Memon and other officers.

Abdul Rasheed Shaikh gave briefing about the affairs of computerized Customs clearance system WeBOC and revenue collection at import stage which has surged significantly.

He also talked about the shortage of officials and informed that there had been no appointment for the last around 20 years. Abdul Rasheed Shaikh apprised the NA Committee that IT professionals were urgently needed to improve the system and monitoring. he added that there was no adequate residing arrangements for commissioned officers and the issue should be taken care of.

Abdul Rasheed Shaikh that if the targets set by FBR are surpassed, some portion of the excess money should be earmarked for the reputed and competent officers as incentives.

Zahid Khokhar apprised the team about the anti-smuggling campaign and added that due to concentrated efforts the smuggling had been limited to a minimum extent. He said that para military forces were onboard in the operation because Customs was short of young blood.

He proposed to form a border management form on Customs level.

The NA Committee appreciated the role of Customs and asked the Chief Collectors to forward their recommendations and proposals for due proceedings
