CPEC: China has a much bigger plan in offing

Beijing – Chinese Ambassador to Pakistan Yao Jing has said that China wants to further expand the CPEC to Central Asia and Middle eastern states are also welcomed.

He said China has no objection over inclusion of Saudi Arabia and other countries in the China Pakistan Economic Corridor (CPEC) projects and would welcome Riyadh’s investment in Pakistan.

“We will welcome Saudi Arabia and other countries’ investment in CPEC projects. China wants to expand CPEC up to central Asian states via Afghanistan,” the Chinese ambassador said while speaking to businessmen and journalists at two separate functions in Quetta on Wednesday.

Chinese ambassador also confirmed that CPEC projects are being revisited in view of the Pakistan Tehreek-e-Insaf (PTI) led new government’s vision, adding that new development projects will be included in the project with consensus.

Yao said reviewing the CPEC agreement is natural as the new Pakistani government which came into power after the July 25 general election has its own agenda and vision.

The envoy said the new Pakistani government wants to give all attention to socio-economic sector and in reviewing of CPEC agreement the desire of the Pakistan’s new government would be considered.

“Both China and Pakistan governments have agreed to further expand the CPEC ,” he said, adding that taking decision with mutual understanding and consensus is part of the CPEC agreement.

He said both the governments have decided to continue work on ongoing projects launched under CPEC in Pakistan and particularly Balochistan and these projects would be completed on time.

China’s Hunan Province delegation interested for JVs, investment in Pakistan including following sectors:
CPEC PROJECTS, ENERGY, INFRASTRUCTURE,

Beijing – A delegation of China Council for Promotion of International Trade (CCPIT) led by its Vice President Wu Dengguo visited Islamabad Chamber of Commerce & Industry and showed interest in exploring opportunities of JVs and investment in Pakistan.

The representatives of Hunan Federation of Industry and Commerce, Hunan Provincial Department of Research, Hunan Provincial Department of Science & Technology, Hunan Provincial Commission of Development and Reforms, Hunan Provincial Commission of Agriculture and others were in the delegation.

Speaking at the occasion, Wu Dengguo, Vice President of CCPIT said that the purpose of the visit of Hunan Province delegation was to explore business prospects in Pakistan and find out areas that offered good opportunities of collaboration between the business sectors of both countries. He said that Hunan Province has a population of 70 million people and was a big market for Pakistani products.

He Hunan Province was famous for fish, rice, manufacturing of super computers, construction machinery, maritime and energy equipment, automobile & parts and stressed that Pakistani companies should focus on promoting cooperation in these areas with the counterparts of Hunan Province.

Yang Guan Glin, Vice Chairman, Hunan Federation of Industry and Commerce said that some companies of Hunan Province of China were already doing business in Pakistan and more were interested for JVs and investment in Pakistani market. He said issues like lack of information about trade laws and regulations of both countries should be addressed to promote bilateral trade and economic relations up to the real potential of both sides.

He said that his Federation has 200,000 members in Hunan Province and invited ICCI delegation to visit Hunan for exploring business matchmakings.

In his welcome address, Ahmed Hassan Moughal, President, Islamabad Chamber of Commerce & Industry said that CPEC offered great opportunities of business collaboration to the private sectors of Pakistan and China and efforts should be made to exploit these prospects.

He said Chinese companies should bring in technology and machinery and set up JVs in the Special Economic Zones of Pakistan being set up under CPEC. He assured that ICCI would fully cooperate with CCPIT in promoting business linkages between entrepreneurs of both countries.

Rafat Farid, Senior Vice President ICCI said that Young Entrepreneurs Forum of ICCI and China Young Entrepreneurs Association have established good rapport and young entrepreneurs of both countries should be fully supported and facilitated in establishing long-term and sustainable business partnerships that would further strengthen the trade and economic relations between Pakistan and China.

GWADAR IS GOING TO BECOME NEW DUBAI::

For over a decade, Pakistani officials have dreamed of transforming the small but strategically located fishing port of Gwadar into a duty-free port and free economic zone – Pakistan’s answer to Dubai.

The aim is for Gwadar – located on the Arabian Sea near Iran and the mouth of the Persian Gulf – to become a regional commercial, industrial and shipping hub, as part of the ambitious China Pakistan Economic Corridor (CPEC) project.

The corridor is designed to give China a shorter, more secure trading route, via Pakistan, to the Middle East and beyond, while also boosting Pakistan’s economy.
Right now, however, the dusty ‘next Dubai’ on Pakistan’s coast resembles the original mainly in one respect – it doesn’t have much water.

“It hasn’t rained here for the last three years,” explains a local journalist.

PEOPLE OF GAWADAR SAYS

“I would say because of climate change the rains have stopped – it used to rain much more often and in every season. Now Gwadar is facing severe water issues. There is no fresh water here.

Nearby Akra Kaur reservoir dried up two years ago, and water must now be brought from a more distant source, he said. Some of the water coming in is contaminated, leading to an increase in waterborne illnesses such as hepatitis.

Tapping groundwater isn’t a solution. “There is no point in digging wells as the underground water is all brackish.

GROWING FAST

Right now, the Gwadar peninsula – a hammerhead-shaped projection of land into the Arabian Sea – is home to about 150,000 people, following completion of the first phase of the port development.

But as development continues, the area’s population is expected to grow to 500,000 by 2020, according to the port authority’s website.

On one side of the peninsula is the deep-sea port, built by the Chinese state-owned China Overseas PORTS Holding Company. On the other side lies the local harbor.

SATISFYING THIRST

To help solve the water shortages two desalination plants have been built in the port, with Chinese expertise. The smaller can provide 200,000 gallons of potable water per day to the port, while the larger one, recently completed in the adjacent duty-free zone, can supply double that amount.

“We are willing to provide water from the larger plant to the city of Gwadar at the rate of 0.98 rupees per gallon, but the Government of Balochistan has to sign an agreement with us,” he said.

The provincial government is reluctant to accept the offer, hoping for rains this year to fill the Akra Kaur dam,

The Pakistani army, tasked with protecting the CPEC project, meanwhile, also has laid the foundation for a large desalination plant to be built with help from the United Arab Emirates and Switzerland.

The plant, to be completed by July, will provide 4.4 million gallons of water a day, free of cost, to the inhabitants of Gwadar city, according to an army press release.

Providing better services, including clean drinking water, is seen as a way of helping win local support for the development push – and to help quell an ongoing insurgency by Baloch separatists in the province.

As part of the winning-hearts effort, the army also has brought in specialist doctors to supplement those already working at the local government-run hospital.

Gwadar comes to life

A new road EXPRESS WAY will soon connect the port to the Makran Coastal Highway, which links Gwadar to Karachi. Gwadar’s new airport will be Pakistan’s largest when it is complete.

The China Power Company also plans to open a 300 megawatt coal-fired power plant around 20km from the port to provide electricity to Gwadar.

Meanwhile, tourism has started too, and the port is increasingly bustling with visitors.

“Certainly the security in Gwadar has improved considerably in the last two years. I would say that, given all the recent development, the dream of Dubai will be realized in a decade or so,” said , a port officer.
