Lex Lata Consultants and Law Chambers is pleased to share that our Senior Partner, Mr. Fida Muhammad, participated in the launch of the book “Marka-e-Haq: Deterrence, Provocation, and Strategic Maturity in South Asia” organised by CISS, Islamabad. The event brought together distinguished defence analysts, strategic scholars, policymakers, and experts to discuss the evolving strategic environment and deterrence dynamics in South Asia.
During the session, Brig. Dr. Naeem Salik (R), Executive Director SVI, delivered an insightful analysis of South Asia’s escalation dynamics, observing that during the May 2025 crisis, escalation rapidly moved toward dangerously high levels, bypassing traditional gradual escalation patterns. He explained the “Conveyer Belt,” “Escalator,” and “Elevator” models of escalation and highlighted the serious risks associated with attacks on air bases, early warning systems, and sensitive installations that may inadvertently trigger nuclear escalation.
Brig. Dr. Zahir Kazmi (R), SI (M), Arms Control Advisor SPD, characterised Pakistan’s response posture as “restraint without weakness and firmness without recklessness.” He further elaborated on the concept of “deterrence under provocation,” emphasizing strategic restraint, proportionate response, joint timing, clear communication, and firm political control as essential elements for maintaining stability in South Asia’s nuclear environment.
On the sidelines of the event, Mr. Fida Muhammad held discussions with Brig. Dr. Naeem Salik (R) and Brig. Dr. Zahir Kazmi (R) regarding regional strategic stability, deterrence frameworks, and emerging security challenges in South Asia and West Asia.
