A proud moment for Lex Lata Consultants and Law Chambers.

The Islamabad High Court Bar Association has nominated Advocate Muhammad Ibrahim Khan and Advocate Fida Muhammad as Members of its Foreign Affairs & Diplomatic Relations Committee.

Over the years, our firm has actively engaged with embassies, diplomatic missions, international organizations, and legal institutions, while contributing to important matters relating to public law, citizenship, immigration, and international legal cooperation. This appointment is a recognition of that continued commitment and experience.

Another day at Islamabad High Court dedicated to the protection and enforcement of constitutional rights.

Today, Managing Partner and Senior Partner Fida Muhammad appeared before Honourable Justice Muhammad Azam Khan in W.P. Miscellaneous No. 5294/2025 arising out of the already allowed writ petition titled Fahad Mohammad Abdul Rehman & Others v. DGIP & Others.

While the writ petition had been decided in favour of the petitioners, an inadvertent omission in the concluding paragraph of the judgment required urgent clarification. The petitioner himself already possesses a valid CNIC and passport and continues to enjoy all constitutional rights. The relief sought was in respect of his siblings, whose identity and travel documents had been withheld, resulting in the denial of their fundamental rights.

To prevent unnecessary and avoidable future litigation, a Civil Miscellaneous Application was moved for rectification of the judgment, ensuring that the intent of the Court’s decision is accurately reflected and effectively implemented.

|| EXCESSIVE SURETY BOND IMPOSED ON MINORS IN A MINOR OFFENCE? CRIMINAL REVISION FILED BEFORE ISLAMABAD COURTS ||

Today, our lex Lata Consultants and law chambers filed a Criminal Revision Petition challenging an order requiring minor children, allegedly involved in providing soda/Pani services on a handcart in F-8 Islamabad, to furnish surety bonds of Rs.50000 each for bail.

The matter arises from proceedings under Section 290 PPC, where the maximum prescribed punishment is a fine up to Rs. 600.

The revision raises important questions regarding proportionality of bail conditions, protection of minors and access to justice.

ہزاروں افراد کے حقوق کے لیے ایک اہم پیش رفت

لیکس لیٹا کنسلٹنٹس اینڈ لاء چیمبرز اپنے سینئر پارٹنر جناب فدا محمد ایڈووکیٹ کی غیر معمولی کاوشوں کو خراجِ تحسین پیش کرتا ہے، جنہوں نے سنز ڈیسیزڈ کوٹہ پالیسی سے متعلق زیرِ التواء نظرثانی درخواستوں کی پیروی میں قابلِ قدر کردار ادا کیا۔

سپریم کورٹ آف پاکستان کے مورخہ 26.09.2024 کے فیصلے کے بعد، جس کے ذریعے مذکورہ پالیسی کو کالعدم قرار دیا گیا، پانچ نظرثانی درخواستیں دائر کی گئیں جو اس وقت وفاقی آئینی عدالتِ پاکستان کے روبرو زیرِ سماعت ہیں۔ ان نظرثانی کارروائیوں سے منسلک C.M.A. نمبر 14551/2024 میں لیكس لیٹا کنسلٹنٹس اینڈ لاء چیمبرز کے منیجنگ پارٹنر جناب محمد ابراہیم خان ایڈووکیٹMuhammad Ibrahim Khan، عبدال باسط و دیگر کی نمائندگی کر رہے ہیں۔

گزشتہ سماعت کے بعد طویل عرصہ گزر جانے کے باوجود جناب فدا محمد ایڈووکیٹ نے ذاتی دلچسپی لیتے ہوئے مقدمہ کا ریکارڈ تلاش کیا، مختلف عدالتی مراحل میں اس کی پیروی کی اور بالآخر معاملہ کو وفاقی آئینی عدالت میں مقرر کروانے کے لیے بھرپور عملی اقدامات کیے۔

ان کی یہ کاوش صرف ایک مقدمہ کی پیروی نہیں بلکہ اُن ہزاروں افراد کے حقوق کے تحفظ کی جدوجہد ہے جو اس مقدمہ کے نتیجہ سے مستفید ہو سکتے ہیں۔

Lex Lata Consultants and Law Chambers is pleased to share that our Senior Partner, Mr. Fida Muhammad, participated in the launch of the book “Marka-e-Haq: Deterrence, Provocation, and Strategic Maturity in South Asia” organised by CISS, Islamabad. The event brought together distinguished defence analysts, strategic scholars, policymakers, and experts to discuss the evolving strategic environment and deterrence dynamics in South Asia.

During the session, Brig. Dr. Naeem Salik (R), Executive Director SVI, delivered an insightful analysis of South Asia’s escalation dynamics, observing that during the May 2025 crisis, escalation rapidly moved toward dangerously high levels, bypassing traditional gradual escalation patterns. He explained the “Conveyer Belt,” “Escalator,” and “Elevator” models of escalation and highlighted the serious risks associated with attacks on air bases, early warning systems, and sensitive installations that may inadvertently trigger nuclear escalation.

Brig. Dr. Zahir Kazmi (R), SI (M), Arms Control Advisor SPD, characterised Pakistan’s response posture as “restraint without weakness and firmness without recklessness.” He further elaborated on the concept of “deterrence under provocation,” emphasizing strategic restraint, proportionate response, joint timing, clear communication, and firm political control as essential elements for maintaining stability in South Asia’s nuclear environment.

On the sidelines of the event, Mr. Fida Muhammad held discussions with Brig. Dr. Naeem Salik (R) and Brig. Dr. Zahir Kazmi (R) regarding regional strategic stability, deterrence frameworks, and emerging security challenges in South Asia and West Asia.
