‏صدر مملکت ڈاکٹر عارف علوی نے ای وی ایم اور بیرون ملک مقیم پاکستانیوں کی ووٹنگ سے متعلق بل پر دستخط نہیں کیے اور بل واپس بھیج دیا جس کو پارلیمنٹ کے مشترکہ اجلاس کے ذریعے منظور کروایا گیا۔

صدر مملکت نے کہا کہ "یہ بل ترقی اور رجعت پسندی کے خلاف ہے۔ حکومتوں کو دو چیزوں میں سے ‏ایک کا انتخاب کرنا پڑے گا، چاہے ماضی کے واقعات کو بنیاد بنا کر پاکستان کو ترقی کرنے کے مواقع فراہم نہ کیے جائیں یا ماضی اور آج کی ٹیکنالوجی سے استفادہ حاصل کرکے ملک کو ایک روشن، ترقی پسند اور متحرک مستقبل کی طرف راغب کیا جائے اور ایسا پاکستان بنایا جائے جو ہمارا خواب تھا۔
‏ایسے بہت سے فیصلے ہمیں آئے دن چیلنج کرتے رہیں گے اور تاریخ بتاتی ہے کہ جو ممالک درست فیصلے کرتے ہیں وہ 'ابھرتے ہیں' اور جو نہیں کرپاتے وہ ان مواقع کو ضائع کر دیتے ہیں جو بعدازاں ان کے آگے بڑھنے میں رکاوٹ بنتے ہیں۔"
