A Brief History of the Zonta Club of Central Tuguegarao-- Club No. 1294, District 17, Area 04. The Zonta Club of Central Tuguegarao was chartered on June 8, 1990. Its charter membership was composed of 24 dedicated women leaders in different businesses and professions. Samia Abraham Henrage was the Charter President. This was organized by its mother club, the Zonta Club of Tuguegarao. In its 31 y

ears of service and counting , the Zonta Club of Central Tuguegarao has had seventeen (17) presidents as of todate. Members meet once, either physically or virtually during the pandemic, every month where they discuss their plans, current activities and bond with each other. In the past, the venue for the meetings was usually at any designated place in the City. Although this has already changed as the Club was officially appointed as the Manager of the GAD Center of Tuguegarao City on December 10, 2020. The GAD Center will serve as the Club's office, at the same time, a shelter for victims of gender-based violence. It is located at the City Hall grounds in Carig, Tuguegarao City particularly at the Tuguegarao City Senior Citizens Building and manned by two personnel. For now, the Center is open from Monday to Friday, 8:00 am to 5:00 pm. Club Board & Committees: The Board is headed by the President, with the Vice President, Treasurer, Assistant Treasurer, Secretary for Recording and Secretary for Correspondence, as its officers together with five members as the Board of Directors. The immediate past president serves as an ex-officio member of the Board. Chairpersons are appointed to head the different committees--Service with Fund Raising and Environment as sub committees, Membership, Advocacy, Education, Z Club and Golden Z, Leadership, SOM, PR & Communications and GAD Management. Membership: Club membership averages 22; there was a time when membership reached 37 with a low of 17. Presently there are 59 paid-up members (2020-2022) and five new members due for registration. This will make the Club 64-strong. Orientation of new members is regularly held. Fellowships are also done in the the monthly membership meetings, either face to face or virtually or both. Membership is being strengthened through meetings, annual parties, during induction/installation ceremonies and field trips/out-of-town activities while attending seminars or officials activities of the Club. After the pandemic, the members hope to have a team building to cement the friendships that have been formed. ZONTA TODAY

You may have been hearing a lot about our club, the Zonta Club of Central Tuguegarao, which is one of the two clubs here in this City. Our club is a member of the Zonta International, a global community of more than 29,000 women and men in nearly 1,200 Zonta clubs in 63 countries. In the Philippines, there are 51 active clubs and counting with 1,800 members. Zonta International has provided resources to empower women and girls and expand their access to education, health care, economic opportunities and safe living conditions. Zontians believe in making the world a better place by empowering women and finding joy in working together toward gender equity in a supportive community of like-minded professionals that extends to other countries and cultures. Zonta advocates to end violence against women and girls. Every year from November 25 through December 10, Zonta clubs around the world participate in Zonta Says NO to Violence Against Women, our international campaign to raise awareness of and increase actions to end violence against women and girls. Zonta empowers women in the workplace by providing educational scholarships to promote women in traditionally male-dominated fields. At the local level, Zonta clubs are making a difference. We identify the most urgent issues affecting women and girls in their communities and develop service and advocacy projects to address these challenges. The issues and solutions vary, as each is tailored to local needs. Under the new normal, the Club can be the link to the future because our tagline for this biennium 2020-2022 is The Link to the Future is NOW…Embrace the New Normal with Optimism for Women, and our theme is “Transitions, Changes and New Opportunities” which is very appropriate because all our programs and/or projects to be carried out should address efforts to "Recover" from the effects of the global crisis, and provide assistance to "Rebuild and Rehabilitate" the community. Since the start of the new biennium this June, we have embarked on activities that would address these needs such as the Gadget Mo, Sagot Ko project which aims to help young girls who belong to indigent families stay in school and pursue their online schooling. As of todate, we have distributed more than 100 gadgets to poor young girls and boys. As we posted in this page, this is one of the biggest “passion” projects that we have because the activity touched us to our very core as we experienced and witnessed their living conditions. One belonged to a family who was a victim of robbery, another has a blind mom, or whose parents lost their jobs during the pandemic, and one lives deep in the forests or in remote fields, or in urban poor areas or slums. Despite all the odds that we encounter during the planning and distribution, we carry on because we know that we make a difference in the lives of these young people. We also have the Knit and Crochet Project which aims to empower unemployed women by providing them a source of livelihood, generate income for the family and maintain their self-worth and self-esteem. We have partnered with several groups of women to produce beautiful crocheted products like face masks, sanitizer and alcohol holders, table runners, coasters, place mats and the latest, which became a hit, are the beautifully created dangling and hoops. The Club has earned a lot from the sales proceeds of these products. As our contribution in the prevention of the spread of the corona virus, we distributed masks, posters and flyers that disseminate information on how to fight the COVID 19 crisis. We have also helped in the alleviation of poverty by replenishing the community pantries in several adopted barangays. And this time, taking advantage of the benefits of internet connectivity, we launched this talk show, ALL ABOUT EVE, to help empower, educate and inspire women and girls about their relevance and importance in the community. This talk show will be one of the means to reach out to the people specially women and girls and listen to them. We make our Club more accessible if not physically then through the internet. We have revitalized our page which is open to the public and where we entertain comments, questions, or requests for assistance. You can easily search this Page on Facebook. Meanwhile, we now have our own physical office because we have been appointed as the Manager of the GAD Center of Tuguegarao City which is located at the city hall grounds in Carig. Any client of the club can meet us there and seek for our assistance. There are so many things to do and we have laid out so many plans for the biennium we are thankful to our partner organizations and agencies, families and friends who have been very supportive of our endeavours. 2ND AREA 4, DISTRICT 17, ZONTA INTERNATIONAL MEETING HELD AT THE SCENIC STA. ANA IN NORTHERN CAGAYAN

STA. ANA, CAGAYAN - Marking the triumphant conclusion of the 2024 - 2026 biennium, the Zonta Club of Central Tuguegarao (ZCCT), the Zonta Club of Tuguegarao (ZCT), the Zonta Club of Aparri (ZCA), and the Zonta Club of Northern Cagayan and Apayao (ZCNCA) jointly hosted the 2nd Area 4 Biennium Meeting from 16 - 17 May 2026 at the scenic coastal municipality of Sta. Ana, Cagayan, gathering prominent women delegates, Zonta dignitaries, members of the Zonta International District 17 Board, and passionate women advocates to celebrate Area 4’s extraordinary achievements while charting a unified course for the upcoming 2026 - 2028 biennium.

The Business Meeting and Report of Accomplishments

The two-day assembly commenced with a vibrant flag parade and entrance of colors, followed by the official call to order by Area 4 Director (AD) Raquel C. Reyes - Aglaua. Among the esteemed dignitaries who graced the event include Area 5 Director and Lieutenant District Governor-Elect Susan Lim, District 17 Nominating Committee Chair-Elect and Past Area Director (PAD) Ligaya Tan-Miguel, District 17 Country Club Creator and PAD Mila Catabay - Lauigan, and Area 4 Ambassador for the Zonta Foundation for Women and PAD Ana Carmela Remigio.

ZCCT President Josefina T. Sedano formally welcomed attendees during the acknowledgment of guests and roll call of clubs while the Guest of Honor, Hon. Nelson P. Robinion, Municipal Mayor of Sta. Ana, represented by Tourism Officer Designate Ms. Diana Rose A. Lopez, was well introduced by ZC Aparri President Liciel Antiporda - Ontiveros. In a powerful message of solidarity, Mayor Robinion lauded Zontians for their transformative influence.

"May you continue to be women who lift instead of judge, choose courage instead of discouragement, and inspire not only through words but through the lives you live every day," Mayor Robinion stated. "I am with you in saying that gender equality is a human right not a female privilege."

A key highlight of the plenary session was the comprehensive presentation of the 12 Club Presidents’ Reports on their activities, advocacies, and service projects in the second half of the 2024–2026 biennium. These comprehensive reports underscored a massive, collective effort toward projects that directly align with Zonta International's global mission. Through an impactful blend of advocacy, service, and climate justice, these initiatives are actively uplifting the quality of life for women and children across the entire landscape of Area 4.

The Message of Inspiration

Following the President’s reports, District 17 Nominating Committee Chair-Elect Ligaya Tan-Miguel delivered a stirring inspirational message that reminded members of Zonta International's prestigious, singular standing as a general consultative body to the United Nations, particularly within the Commission on the Status of Women.

"There is always pride and inspiration in knowing that only the great in spirit have the heart to serve the least, the last, and the lost," she emphasized. Moving toward the new biennium, she challenged the body: "Do not sleep on the glories that you have attained so far, and go beyond the measure of your present success. Area 4 is a champion area - we are always in the limelight."

The Turnover Ceremony

The meeting also featured a solemn turnover ceremony. In her valedictory address, outgoing Area 4 Director Raquel C. Reyes - Aglaua expressed profound gratitude for the unwavering cooperation of the clubs.

"When I accepted this mantle... I promised to prioritize the bond of our sisterhood and to foster the true Zonta spirit," AD Aglaua reflected. "It has been truly the honor of my life to serve you... Let us continue to make waves and let us push harder than ever for a better world for women and girls." AD Aglaua also summarized the accomplishments of all the clubs in the 2nd half of the biennium, particularly the stronger, more cohesive membership reflecting sustainability and growth.

“In the last year of the biennium, the 12 clubs of Area 4 have engaged in a staggering 580 combined activities touching thousands of lives. In advocacy, we engaged in 456 activities reaching over 389,000 beneficiaries. In service, we embarked on 392 activities touching the lives of more than 156,000 individuals. During the 16 Days of Activism alone, 305 activities reached nearly 250,000 people, most of whom were women and girls,” she announced.

Following the traditional turnover of flags, incoming Area 4 Director Cecilia Pua Phee of the Zonta Club of San Fernando, La Union officially accepted her leadership role. In a warm and unifying gesture, she announced that the beautiful province of La Union will serve as the next seat of leadership for Area 4, inviting all member clubs to converge there for the next leg of their shared journey while pledging to sustain the area’s remarkable momentum.

Closing the formal sessions, District 17 Country Club Creator Mila Catabay - Lauigan highlighted the core essence of the organization, "It is the dedication and determination of leaders and members of the club to make a difference in the lives of women and girls in our community. Let us move forward together, empowered, united, and committed."

Sisterhood, Wellness, and Leadership

The formal proceedings of the meeting ended with a high-energy "Copacabana" Fellowship Night. Celebrating their collective triumphs and deep bonds of sisterhood, each participating Zonta club took to the stage, showcasing their famous dancing prowess and vibrant community spirit.

Throughout the two-day assembly, the solidarity of the Zonta clubs extended into local enterprise as they actively supported a vibrant bazaar organized by ZCCT Zontian Sugar Macarilay. The marketplace featured a stunning array of beautifully crafted clothes, bags, and shoes; processed foods, native accessories, and unique goods, with proceeds bolstering the clubs' respective businesses.

The momentum carried into the following day, which was dedicated entirely to bonding, health, and wellness. Members took part in a rejuvenating yoga session led by ZC Isabela President-Elect (PE) Relle Caranay, an energetic Zumba workout led by ZC Tuguegarao Outgoing President Liza Arroyo, and an immersive tour around the scenic island coordinated by ZC Aparri Outgoing President Liciel Antiporda - Ontiveros.

The gathering culminated in a meet-and-greet among incoming Area 4 Director-Elect (ADE) Ma. Cecilia Pua Phee, Vice Area 4 Director-Elect (VADE) Debbie Pulido, reappointed Area Secretary Helga Anne Treasure L. Ayuyang and the incoming presidents of the 12 Area 4 clubs. As the region transitions into the 2026-2028 biennium, the host chapters and their sister clubs stand united and ready to break new records, expand their advocacy, and continue building a safer, more equitable world for women and girls.

CAGAYAN PROVINCIAL BOARD COMMENDS ZONTA AREA 4 DIRECTOR JUDGE RACQUEL C. REYES-AGLAUA FOR NATIONAL GENDER ADVOCACY RECOGNITION

TUGUEGARAO CITY, Philippines – The Sangguniang Panlalawigan of Cagayan has formally commended Hon. Racquel C. Reyes-Aglaua, Presiding Judge of the Regional Trial Court, Branch 10, Tuguegarao City, Area Director for Area 4, District 17, Zonta International, and Professor of Law at the University of Cagayan Valley, for her recognition as a Distinguished Nominee in the 2026 HerStory: Gender Award of Distinction.

Through Resolution No. 2026-12-427, adopted on April 16, 2026, the Provincial Board recognized her contributions to advancing gender equality, strengthening gender-responsive jurisprudence, and promoting inclusive justice.

The recognition was conferred during the 2026 Philippine Women Judges Association National Convention held from March 4 to 6, 2026 at the SMX Convention Center in Bacolod City, Negros Occidental. The HerStory: Gender Award of Distinction is a recognition by the Philippine Women Judges Association in partnership with the Supreme Court of the Philippines, honoring exemplary women in the judiciary whose work strengthens institutions and expands access to justice, particularly for women and marginalized sectors.

In its resolution, the Provincial Board highlighted Judge Reyes-Aglaua’s commitment to upholding the rule of law and advancing legal frameworks that protect rights and promote equity. Her work across the judiciary, the academe, and civil society was likewise recognized for inspiring both the legal profession and the communities she serves.

Beyond the bench, Judge Reyes-Aglaua serves as Area Director for Area 4, District 17 of Zonta International, a global organization working to build a better world for women and girls. Her leadership reflects a shared mission of empowering women and advancing gender equality through both institutional and community-based efforts.

The Provincial Board underscored that her distinction brings pride to the Province of Cagayan and affirms the important role of the judiciary and civil society in fostering inclusive and equitable societies.

ZCCT TURNS OVER 45 TENTS TO TUGUEGARAO CDRRMO IN EARTH DAY CLIMATE ACTION INITIATIVE

TUGUEGARAO CITY, Philippines – In line with its celebration of Earth Day on 22 April 2026, the Zonta Club of Central Tuguegarao (ZCCT) strengthened its climate action initiative through the turnover of forty-five (45) industrial-grade tents to the City Disaster Risk Reduction and Management Office (CDRRMO) of Tuguegarao City.

The tents were formally turned over to CDRRMO Head Dr. Roderick Ramirez by ZCCT President Josefina T. Sedano, in the presence of club officers Treasurer Rebecca R. Garcia, Auditor Mary Sulyn A. Sagorsor, and Environment Committee Chair Cheyenne Tang.

This activity forms part of ZCCT’s continuing response to the environmental realities faced by Tuguegarao City, where recurring flooding due to the swelling of the Cagayan River regularly displaces families and places pressure on evacuation centers. As climate-related events grow more intense, the need for organized, responsive, and humane disaster interventions becomes increasingly urgent.

The provision of portable, durable tents directly supports the city’s disaster preparedness efforts while addressing a critical gap in evacuation settings as regards privacy and safety. Overcrowded evacuation centers often expose women and children to heightened risks, including gender-based violence. By enabling families to have designated, enclosed spaces, ZCCT contributes to creating safer and more dignified conditions during displacement.

This initiative builds on a legacy project first established in 2020 under the leadership of then President, now Area 4 Director Racquel Reyes-Aglaua, when over one hundred tents were procured through the collective efforts of members and community partners. Under the current leadership of President Sedano, the club continues to maintain, mobilize, and expand these resources in close coordination with local authorities.

President Sedano underscored that the Earth Day activity highlights ZCCT’s commitment to translating environmental advocacy into concrete, community-based action. Through its partnership with the CDRRMO, the club ensures that these resources remain readily deployable, strengthening the city’s capacity to respond effectively to disasters.

As the world marks Earth Day, ZCCT reaffirms its role in advancing climate justice at the local level protecting not only the environment, but also the dignity, safety, and well-being of the most vulnerable sectors in times of crisis.

ZCCT CONTINUES CLIMATE JUSTICE ADVOCACY WITH 1,000-TREE REFORESTATION EFFORT

PEÑABLANCA, CAGAYAN - Strengthening its commitment to environmental stewardship and gender-responsive climate action, the Zonta Club of Central Tuguegarao (ZCCT), in collaboration with My First Step Whole Child Development Center and Robinsons Go Hotels - Tuguegarao, conducted a tree-growing activity at the Zonta Forest and Garden within the San Roque Watershed on 07 March 2026.

This initiative saw environmental advocates from the participating institutions plant 1,000 trees, further expanding ZCCT’s award-winning "Zonta Forest and Garden: Road to 13K Trees" project during the 2025 Zonta District Conference. The activity aligns with Zonta International’s global "Zonta Says NOW" campaign, which calls for urgent, collective action to achieve climate justice.

The project transcends simple reforestation by addressing the intersection of environmental degradation and social vulnerability.

“It is vital to understand that climate-driven calamities disproportionately expose women and children to abuse and violence due to the resulting economic, emotional, and physical instability,” said ZCCT President Josefina Sedano. “We must take action now to mitigate the gender-centered effects of climate disasters”.

The ZCCT remains deeply committed to safeguarding the community, most especially the women and children from the systemic threats posed by a changing climate. The club expressed profound gratitude to its partners for their steadfast support of this noble and vital cause.

ZCCT Elects New Officers, Advances 2026 Programs and Celebrates Member Milestones

TUGUEGARAO CITY, Cagayan — The Zonta Club of Central Tuguegarao (ZCCT) convened its 15th General Membership Meeting on February 28, 2026, at Villa Blanca Hotel in a blended format, with members attending both in person and via Zoom .

Presided over by President Josefina T. Sedano, the meeting confirmed quorum with 37 members present out of 79 total membership. The minutes of the previous meeting and the agenda were approved, including the integration of National Women’s Month activities .

A key highlight was the announcement of the elected officers for Biennium 2026–2028. Atty. Maria Milagros N. Fernan-Cayosa was elected President, with Atty. Cecilia M. Lazaro as Vice President, Pros. Maria Liza Guzman as Secretary, and Manager Lorlita G. Bernabe as Treasurer, alongside members of the Board of Directors and committee leadership.

Preparations are underway for the Area 4 Meeting on May 16–17, 2026, in Sta. Ana, Cagayan, where ZCCT will serve as one of the host clubs. Members are likewise preparing to participate in the upcoming District Convention in Vancouver, Canada .

The club participated in the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) training on disaster resilience and climate change and confirmed approval of a ₱100,000 funding request from the Provincial Government of Cagayan through a Memorandum of Agreement .

Upcoming initiatives include a tree-growing activity on March 7, National Women’s Month programs, outreach for persons deprived of liberty at BJMP Cataggaman, and Earth Day observance on April 22 .

The meeting adjourned at 4:00 p.m., followed by fellowship and the celebration of members’ birthdays for December, January, and February. The birthday gathering, regarded as a meaningful Zonta tradition, highlighted the club’s spirit of solidarity and sisterhood, honoring not only service and leadership, but also the personal milestones that strengthen bonds among members and sustain the club’s enduring commitment to empowering women and communities.

Zonta Club of Central Tuguegarao Holds 14th General Membership Meeting, Reviews 16 Days of Activism Activities

TUGUEGARAO CITY — The Zonta Club of Central Tuguegarao (ZCCT) conducted its 14th General Membership Meeting on January 22, 2026, at Villa Blanca Hotel.

The meeting was called to order by the club president and formally opened with the Zonta prayer and hymn. Past President Marietta Reyes served as the night chair.

During the President’s Time, members were informed that ZCCT is a regular stakeholder of the SHIELD Program (Strengthening Institutions and Empowering Localities Against Disasters), a six-year Australian government-funded initiative focused on strengthening community resilience to disaster and climate risks. The club also entered into a memorandum of agreement with the Provincial Government of Cagayan and is now part of the Cagayan Conscience Committee, which aims to ensure transparency and integrity in provincial programs and projects.

Committee chairs then presented their consolidated report on the recently concluded 16 Days of Activism Against Gender-Based Violence.

Zontian Janet Bunagan reported the successful kickoff activities, which included a mass at Sts. Peter and Paul Cathedral, a motorcade, the lighting of a tree with orange bulbs in honor of VAWC victims, and a Zumba event at SM Downtown to engage stakeholders in advocacy.

President Josefina "Josie" Sedano reported on featuring video testimonies of violence survivors through RBC Cable System under the proprietorship of Zontian Evelyn Cinense, while Vice President Maria Milagros "Mitoy" F. Cayosa spearheaded advocacy seminars on the Safe Spaces Act and Anti-VAWC law at the University of St. Louis Tuguegarao, emphasizing the need for continued education amid persistent cases of violence.

Past President Raquel Arnedo reported extensive community outreach efforts, including dental care services for children at the Stimulation and Therapeutic Activity Center (STAC), food distribution to 40 families, many with persons with disabilities and cerebral palsy, and dormitory renovations at Peñablanca East National High School. Outreach activities were likewise conducted in Tuao, Cagayan, prioritizing solo parents and vulnerable families.

Area 4 Director Racquel C. Reyes-Aglaua shared initiatives on global issues affecting women and girls, including online awareness campaigns and a student debate themed “Unite to End Digital Violence Against Women and Girls.”

Zontian Maria Liza A. Guzman highlighted the Day of Reflection activities, which included a Christmas celebration, induction of new members, testimonial videos, and recognition of outstanding officers and members.

During the Treasurer’s Time, the financial report as of December 31, 2025, was presented by Club Treasurer Rebecca R. Garcia, and members were reminded of upcoming schedule for annual dues.

Under Other Matters, the club formally opened the nomination process for the 2026–2028 Board of Nominees, with Vice President Mitoy Cayosa nominated for president and various members proposed for key leadership positions. The election is tentatively scheduled for February 20, 2026.

Members were informed of the upcoming Area Conference to be held in May 2026 in Sta. Ana, Cagayan, where officers and members from twelve (12) Area 4, District 17 Zonta Clubs will be attending.
