"Sa Pag-iwas sa Sunog, Hindi ka Nag-iisa"

BFP Region 2's Legal Unit supports activities in line with the observance of Fire Prevention Month 2025 by rendering legal assistance to the folks of the Province of Nueva Vizcaya, alongside other essential services that were rendered for free by other partners in public service.

This is under the proactive leadership of BFP Region 02's Regional Director, FCSUPT JERRY C LAMANERO, and the unreserved support of Nueva Vizcaya's Provincial Fire Marshal, FSUPT PEDRO B ESPINOSA.

Public Advisory: The Bureau of Fire Protection Region 02 hereby informs all stakeholders of the effectivity of the Implementing Rules and Regulations (IRR) of Republic Act 12009, the New Government Procurement Act, as of February 25, 2025. This follows its publication on February 10, 2025. 🔥

RA 12009 and its IRR introduce significant reforms to government procurement, including:
• Principle-Based Procurement:
- The IRR emphasizes principles of efficiency, proportionality, participatory procurement, sustainability, and professionalism in all procurement activities.
• Simplified Eligibility:
- Streamlining of eligibility requirements through integration with the PhilGEPS Certificate of Platinum Membership.
• Revised Bid Evaluation:
- Adoption of the Most Economically Advantageous and Responsive Bid (MEARB) and Most Advantageous and Responsive Bid (MARB) criteria for contract awards.
• Flexible Security Policies:
- Increased flexibility in selecting forms of securities, with greater discretion for Procuring Entities in performance, warranty, and advance payment securities.
• Enhanced Contract Management:
- Consolidation of guidelines on contract implementation, covering ex*****on, termination, modifications, and other critical aspects.

The BFP is committed to full compliance with RA 12009 and its IRR to ensure transparent, efficient, and effective procurement of goods, services, and infrastructure.

BFP RO2 Regional Legal Service, led by SINSP ROMARIE G COMILLAS-LIBRANDA, conducted 3-DAY LEGAL ORIENTATION AND LEGAL COUNSELING in the Province of Isabela on 8-10 July 2024.

The said activity was made to orient BFP personnel regarding the BFP legal framework, the Rules on Administrative Cases in the Civil Service, Laws on Sexual Harassment and the CODI, Grievance Machinery/Committee, and other policies and procedures in the Bureau.

The participants, particularly MFMs, OICs and and Chiefs, Admin in the Province of Isabela, were equipped with the legal knowledge they need to navigate the workplace effectively, and uphold a professional and just environment in the Bureau. Free Legal Counseling was also offered for participants to seek guidance on specific legal concerns.

This will undoubtedly contribute to a more informed, legally compliant, and respectful work environment within the BFP. 👩‍⚖️🚒
