A STATEMENT ON THE CURRENT ISSUE

Public concerns deserve to be heard, especially when they are based on facts and genuinely affect the people of Tigbauan. Legitimate concerns should never be silenced. They should be properly examined and addressed.

But there is a difference between raising an issue for the public good and using an issue to advance political interests.

Our focus should remain on the facts, the law, accountability, and finding solutions, not on personalities or political advantage.

Political drama has no place in the Municipality of Tigbauan. Public service does.

Let us expose what needs to be exposed, address what needs to be addressed, and keep the interest of the people above our own.

Tigbauan deserves truth, accountability, and responsible leadership.

PCL Misamis Oriental Visits the Municipality of Tigbauan

The delegates of the Philippine Councilors League (PCL) – Misamis Oriental Chapter visited the Municipality of Tigbauan for a benchmarking activity aimed at promoting the exchange of best practices in local governance.

The delegation was warmly welcomed by the Municipality's elected officials, headed by Mayor Virgilio T. Teruel and Vice Mayor Lugen M. Ortilano, together with the members of the Sangguniang Bayan: Hon. Atty. Gen Canaya, Hon. Joel Sayson, Hon. Nora Rose Tubiano, Hon. Reynald Tumabotabo, Liga ng mga Barangay President Kap. Lorna Domingo, and Sangguniang Kabataan Federation President Juliana Julaton.

May this meaningful exchange of ideas and experiences strengthen our shared commitment to responsive, transparent, and people-centered public service.

FYI: “Atty., pwede na pala ang photocopy sa korte?”

Dahil sa recent na usapin sa impeachment proceedings ni VP Sara Duterte, maraming nagtatanong:

“Totoo ba na puwedeng photocopy lang ang ebidensya sa korte?”

Ang sagot? YES… pero hindi sa lahat ng pagkakataon.

Hindi ibig sabihin na dahil photocopy ang dokumento, automatic na itong tatanggapin ng korte.

Ano ang sinasabi ng batas?

Sa ilalim ng Rule 130, Section 24 ng Rules of Court, ang duplicate o photocopy ng isang dokumento ay maaaring tanggapin bilang ebidensya kung:

✅ Walang tunay na pagdududa sa authenticity ng original; at
✅ Hindi magiging unfair sa kabilang partido ang paggamit ng photocopy.

Ano ang sinabi ng Supreme Court?

Sa People v. Lastimosa (G.R. No. 265758), sinabi ng Korte Suprema na ang photocopy o duplicate (paper man o electronic copy) ay maaaring tanggapin bilang ebidensya kung natutugunan ang mga nabanggit na kondisyon.

Sa madaling salita, hindi ang pagiging photocopy ang mahalaga, kundi ang pagiging tunay at mapagkakatiwalaan nito.

Hindi ba dapat original lagi?

Hindi rin.

May malaking pagkakaiba ang:

Admissible – Puwedeng tanggapin ng korte.

Weight of evidence – Gaano ito kapani-paniwala.

Hindi ibig sabihin nito na puwede nang mag-photocopy ng pera! 💸

Ang pagpaparami o pagre-reproduce ng Philippine banknotes ay mahigpit na nire-regulate ng Bangko Sentral ng Pilipinas (BSP). Ang paggawa ng kopya ng pera na maaaring magmukhang tunay o magamit sa panlilinlang ay maaaring magresulta sa criminal liability, kabilang ang mga paglabag sa Revised Penal Code tungkol sa counterfeiting at iba pang kaugnay na batas.

Kaya ang “photocopy” na pinag-uusapan ng Supreme Court ay mga dokumentong ginagamit bilang ebidensya, hindi ₱1,000 bill na gusto mong ipa-xerox para “dumami.”

Kung puwede lang sana iyon, baka lahat tayo milyonaryo na.

📌 Bottomline:

✔️ Hindi lahat ng photocopy ay admissible.

✔️ Hindi rin laging original ang kailangan.

✔️ Ang tanong ng korte ay:

• Totoo ba ang dokumento?

• May pagdududa ba sa original?

• Fair bang gamitin ang photocopy?

Sa batas, ang mahalaga ay ang katotohanan at pagiging mapagkakatiwalaan ng ebidensya, hindi lang kung original o photocopy ang hawak mo.

🇵🇭 Happy Independence Day!

Our heroes fought for freedom, sovereignty, and a government that would serve the people.

I'm fairly certain they didn't imagine that one day some officials would treat public funds like a family heirloom and government projects like personal achievements.

As we celebrate our independence, let us honor the sacrifices of our forefathers by remembering that public office is a public trust—not a lifetime subscription with premium benefits.

May the spirit of patriotism inspire us all. Especially those who get nervous whenever the words "transparency" and "audit" are mentioned.
