The Philippine Statistics Authority released an additional guidelines for Delayed Registration of Birth through Memorandum Circular 2024-17.

𝗣𝘂𝗯𝗹𝗶𝗰 𝗔𝗱𝘃𝗶𝘀𝗼𝗿𝘆

The Philippine Statistics Authority (PSA) informs the public that the Office of the Civil Registrar General issued Memorandum Circular (MC) No. 2024-17 titled “Additional Guidelines for Delayed Registration of Birth” dated 04 June 2024 to strengthen the process of delayed registration of birth and to preserve the integrity of the civil registry system in the country. The aforementioned issuance took effect on 12 June 2024 upon its publication in a newspaper of general circulation in the Philippines.

In this regard, the PSA directs strict compliance to MC No. 2024-17 dated 04 June 2024 for all local civil registry offices, and the general public.

Under Bagong Pilipinas, the BIR will also be a service-oriented agency, not merely a collection-oriented one. Whatever we can do to help ease the burden of our taxpayers in paying their taxes, we will implement" -- Commissioner Lumagui

Lahat po ng Electronic Certificate Authorizing Registration (eCAR) ay valid hanggang ito ay maipakita sa Registry of Deeds (RD) na may saklaw nito. Tanging ang mga CAR na hindi mula sa eCAR System ang maaring ipa-revalidate. Ito po ay alinsunod sa Revenue Regulation (RR) No. 12-2024.

Ang mga CAR mula sa BIR ay nagbibigay ng pahintulot sa Land Registration Authority (LRA) na isagawa ang transfer of ownership ng mga binenta o ipinagkaloob na mga real properties. Ang CAR ay magsisilbing report ng paglipat ng pagmamay-ari at ng bayad sa buwis.

Bago ilabas ang RR No. 12-2024 ay mayroong validity period na limang (5) taon ang mga eCAR pero kalimitan, ang mga eCAR na ito ay hindi nagagamit sa loob ng 5 taon kaya kinakailangan na kumuha ulit ng eCAR. Ito ay dagdag trabaho sa mga taxpayer kaya naman ito ay inalis na sa bisa ng RR No. 12-2024. Ang eCAR ay mananatiling valid hanggang ito ay ipakita sa RD.

Talagang napapanahon ang mga pagbabagong dulot ng Ease of Paying Taxes Act (EoPT) patunay po ito ng ating dedikasyon na makapaghatid ng Excellent Taxpayers Service. Handa po ang BIR na pakinggan ang inyong mga mungkahi kung paano mas pagagandahin ang ating tax system sa Pilipinas.
