The House Committees for Dangerous Drugs and Health approved on February 24, 2026, a combined legislative proposal that seeks to permit medical cannabis use.

The measure allows regulated access to medical cannabis for qualified patients, expands research into medicinal uses, and establishes a framework covering authorized use and penalties for misuse.

“We’re trying to slowly open up not just our eyes and our minds to cannabis on this issue. That’s why we’re limiting it to medical cannabis muna,” Committee Chair Jonathan Keith Flores stated.

Several government agencies, including the Dangerous Drugs Board, the Philippine Drug Enforcement Agency (PDEA), and the Philippine National Police (PNP), expressed approval for the measure. However, they emphasized the need for strict protective measures and control systems to prevent abuse and diversion.

Meanwhile, health and human rights groups framed the bill as a public health and rights issue, which highlights access to treatment without discrimination.

In contrast, the Department of Health (DOH) opposed cannabis product cultivation and manufacturing, and it also required scientific evidence, cost-effectiveness data, and public health impact information to approve legalization.

Under existing laws and international conventions, cannabis remains classified as a dangerous drug that can only be used for medical and scientific purposes. At present, ma*****na use is still punishable by law, except in cases under a compassionate special permit.
