- The welfare of the people should be the supreme and highest law.

This maxim’s origin was found as early as 100 BC - 1 AD in the book of DE LEGIBUS written by Marcus Tullius Cicero, the renowned philosopher, politician, and lawyer.

This concept is also a foundation of the Philippine Constitution, where people should not be succumbed to the caprice and tyranny of the oppressors.

The term “PERSONA NON GRATA” is a Latin phrase which means “an unwelcome person”.

Such practice of declaring a person as a persona non grata is enshrined in the 1961 Vienna Convention on Diplomatic Relations. A diplomat who is no longer welcome to the government to which he is accredited is barred from remaining in the country and declared as persona non grata.
