[ADVISORY] J-1 EXCHANGE VISITOR VISA IS NOT A PATH TO U.S. CITIZENSHIP

The Philippine Embassy in Washington DC reminds the public that the J-1 Exchange Visitor Program visa is a temporary, non-immigrant program designed for cultural exchange. It is not an employment/work visa.

Filipino teachers should be aware that participation in the program does not lead to U.S. permanent residency or citizenship. Please be reminded of the terms of the program:
โ€ข J-1 teachers are required to return to the Philippines after completing the program
โ€ข Filipino teachers are subject to the two-year home-country physical presence requirement. Waiver of this requirement is difficult to obtain, not guaranteed, and requires exceptional hardship or highly meritorious circumstances.
โ€ข Overstaying in the United States beyond the authorized period of stay is a serious violation of U.S. immigration law, and can result in deportation and long-term bans.

The Embassy has received reports of illegal recruiters, unscrupulous agents, and individuals posing as immigration lawyers who:
โ€ข Demand large sums of money for immigration assistance
โ€ข Promise U.S. permanent residency or citizenship through the J-1 program, and
โ€ข Encourage overstaying, misusing visas, or filing asylum claims solely to remain in the United States

Teachers who are J-1 visa holders or applicants are urged to participate in the program only with a clear understanding of its objectives and limitations. Those considering long-term immigration options must seek advice from a qualified U.S. immigration attorney.

U.S. Embassy Consular Update: Visa Interview Appointment Cancelation on December 24 & 26 https://ph.usembassy.gov/december-24-26-visa-operations/

The U.S. Embassyโ€™s Consular Section will be closed on December 24 and 26 following President Donald J. Trumpโ€™s announcement on December 18.

All visa interviews at the U.S. Embassy scheduled on these dates are now canceled and will need to be rescheduled. Affected visa applicants should check their registered email address for detailed rescheduling instructions. They may contact the Consular Section directly at ph.usembassy.gov/contact-us-visas/ or our visa customer service center at (02) 8548 8223 for any scheduling questions and concerns.

[ADVISORY] KEEP CALM AND DONโ€™T RENOUNCE YOUR CITIZENSHIP

The Philippine Embassy in Washington DC continues to monitor concerns within the Filipino American community regarding the proposed Senate bill to end dual citizenship in the United States.

As mentioned in our previous advisory (https://tinyurl.com/bds4u9hw), the proposal is currently just a bill and has not become law. Similar proposals have been introduced in the past, but none have materialized. Moreover, the U.S. Supreme Court has recognized the validity of dual citizenship.

The Embassy wishes to reassure the community that there is no change to the current policies on dual citizenship at this time. Filipinos who lost their Philippine citizenship by becoming U.S. naturalized citizens may still apply for dual citizenship through Republic Act No. 9225. Those who were born in the United States to at least one Filipino parent are dual Filipino American citizens at birth and should report their birth to the Philippine Embassy or Consulate.

Please be reminded that dual citizens who voluntarily renounce their Philippine citizenship will no longer be able to reacquire it through R.A. 9225. Voluntary renunciation of Philippine citizenship is an irreversible legal action.

The Embassy urges all Filipino Americans to remain calm and refrain from taking unnecessary actions or circulating unverified information. Should any significant development occur, the Embassy will promptly issue an official notification.

The Philippine Nurses Association of America (PNAA) strongly opposes the Department of Educationโ€™s proposed reclassification that would exclude nursing from the definition of โ€œprofessional degreeโ€ programs, thereby restricting nursesโ€™ access to essential federal graduate loan programs. This change poses a direct threat to the nursing workforce pipeline and jeopardizes equitable access to advanced education for thousands of Filipino American nurses across the United States.

As the largest body representing Filipino American nurses nationwide, PNAA is committed to promoting excellence in nursing practice, advancing leadership, advocating for equitable health policy, and uplifting the communities we serve. The Departmentโ€™s proposal undermines these core values and contradicts the educational rigor, licensure requirements, and clinical responsibilities demanded of the nursing profession.

Nursing isโ€”and must remainโ€”recognized as a professional discipline. The proposed federal definition disregards the specialized training, critical thinking, and clinical competencies required to deliver safe, high-quality, patient-centered care. It also threatens the development of advanced practice registered nurses (APRNs), nurse educators, clinical leaders, and researchersโ€”roles essential to addressing workforce shortages, improving health equity, and ensuring access to care in underserved areas.

Restricting federal loan access will disproportionately harm first-generation, immigrant, and minority nurses. Filipino American nurses, many of whom pursue graduate education to expand their practice, contribute to academia, or move into leadership roles, would face heightened financial barriers as a result of this policy.

PNAAโ€™s position is informed by the broader concerns raised across the nursing profession, including those reflected in the joint statements issued by over 58 professional nursing organizations and coalitions. While we are aligned in principle with the issues highlighted by national nursing leaders, PNAA offers this independent statement to emphasize the unique and disproportionate impact the proposed rule would have on Filipino American nurses, immigrant populations, and the diverse communities they serve. U.S. Embassy Consular Update: Cancelation of Visa Interview Appointments on November 17

The U.S. Embassy in the Philippines will be closed for visa appointments on Monday, November 17 due to the expected heavy traffic and road closures near the embassy, related to scheduled rallies from November 16 to 18.

For affected nonimmigrant visa applicants, please reschedule your November 17 appointment through our online appointment system by logging in to your account at usvisascheduling.com. The Embassy opened additional nonimmigrant visa interview slots to provide applicants with schedule options.

Immigrant visa applicants will receive detailed instructions through their registered email address regarding their new appointment or rescheduling options.

The U.S. Embassy is not canceling appointments for Tuesday, November 18, but please monitor our social media and your email for any updates or changes.

The offsite Visa Application Center (VAC) in Paranaque City will remain open on November 17 for all scheduled biometrics (photo and fingerprint collection) appointments.
