Law Professor Questions Labeling of Non-Lawyers as “Law Experts” Amid Quorum Debate

Amid ongoing social media discussions on the issue of quorum, law practitioner and professor Mario R.L. Luna questioned the growing practice of referring to non-lawyers as “law experts.”

“So many experts in law this time—better than lawyers,” Luna remarked, noting how some individuals without legal qualifications are being presented as authorities on legal matters online.

Luna emphasized the importance of relying on qualified legal professionals when discussing complex legal and constitutional issues.

Mario R.L. Luna is a law practitioner and professor of law based in San Luis, Antipolo City, Rizal. He studied at the Far Eastern University Institute of Law.

In the Philippines, becoming a lawyer requires years of studying the law, earning a degree, and passing the Bar. Yet ironically, a person can help create, amend, and pass laws even without formal legal education. This raises an important conversation about leadership, qualifications, and the kind of representation the public deserves. While public service should remain open to all, crafting laws that affect millions also demands competence, critical thinking, and a deep understanding of the Constitution and governance. The question is not whether it is legal the question is whether the people making our laws are truly equipped for the responsibility.
