The Public-Private Partnership (PPP) Center of the Philippines joined the Municipality of Baggao as it inked a joint venture agreement for the Baggao Water Supply Project last November 27, 2023, at the Virgilio Gasa Herrero Memorial Gymnasium in Baggao, Cagayan Province.
The ceremonial contract signing, which is the first public-private partnership (PPP) of the first-class municipality and the first PPP Center-supported project awarded under the Marcos Administration, was held during the 127th Civil Founding Anniversary of the town.
The project, which will involve the design, finance, construction, operation, and maintenance of a Level III water supply service for 24 of the townโs barangays, was awarded to M.E. Sicat Construction, Inc.
It shall have a 25-year term and is slated to be implemented starting next year.
Mayor Leonardo Pattung and Engr. Michael Allan Sicat signed the contract on behalf of the LGU and the private partner, respectively.
โThe provision of clean and safe water is a fundamental right and an essential component of public health, sanitation, and economic growth. Without adequate water access, businesses cannot thrive, communities cannot flourish, and the well-being of our residents cannot be fully realized,โ the Mayor emphasized.
โWith a reliable water supply, businesses can expand, and new opportunities may emerge, propelling Baggao towards a brighter future,โ the Mayor shares.
In her remarks, PPP Center Executive Director Ma. Cynthia Hernandez praised the LGU for this milestone.
โWe are happy that despite the challenges and hardships encountered by this project, the Local Government Unit of Baggao never gave up their dream of having a reliable water supply system that will deliver clean, safe, and reliable water for their constituents.โ
โThis project also shows the strong interest of the LGU for PPP arrangements as well as indicates their level of capability to implement such infrastructure projects,โ the Executive Director adds.
The PPP Center supported the PhP210 Million project through the provision of in-house technical assistance in updating the projectโs business case study, guidance during the project approval stage, and close coordination with the LGUโs Joint Venture Selection Committee during the procurement stage of the project.
The contract signing was witnessed by Vice Mayor Rowel Gazmen, and other officials of the LGU; Atty. Jhun Taliping of the Cagayan Provincial Government; Deputy Executive Director Eleazar Ricote, and Director Feroisa Concordia of the PPP Center; Assistant Regional Director Ferdinand Tumaliuan of NEDA Region 2; and Municipal Local Government Operations Officer Marlon Narisma of the DILG.
Under its mandate, the PPP Center supports local and national implementing agencies in considering and pursuing PPPs to develop and implement critical infrastructure and development projects. The Baggao Water Supply Project is seen as a model of PPP implementation for the other LGUs in the country.
