The CA's decision vindicates former Mayor Ramon C. Oรฑate and fellow former municipal officials and employees, including Margarito C. Bensig, Jr., Esperanza L. Sumalinog, Emmanuel M. Laurente, Consuelo J. Bonghanoy, Ranulfo O. Gaspan Sr., Jonathan T. Yap, Rene A. Camposano, Alfredo I. Lubiano, Pablo D. Chavarria, and Debbie Ann C. Dignos.
The complaint had previously accused the petitioners of grave misconduct and serious dishonesty relating to the purchase of fuel, oil, and lubricant for allegedly unserviceable vehicles.
Based on the records, no Motion for Reconsideration was filed; hence, the Court of Appeals' Decision has now lapsed into finality and is fully executory.
