FERDINAND MARCOS JR. HAS OFFICIALLY SIGNED THE PROCLAMATION DECLARING NAGA CITY AS A HIGHLY URBANIZED CITY (HUC) TODAY IN THE BIRTHDAY OF FORMER MAYOR JESSE ROBREDO! 🇵🇭✨
This marks a major milestone in the city’s history, a symbol of progress, growth, and the continuing rise of Naga as one of the leading urban centers in the Bicol Region.
The local plebiscite will follow soon, where Nagueños will have the opportunity to decide and make history for the future of the city.
📌 WHAT CHANGES? THE SHIFT FROM INDEPENDENT COMPONENT CITY TO HUC
Many residents are asking what this means, given that Naga City is already classified as an Independent Component City (ICC).
While both classifications mean the city is administratively free from the provincial government of Camarines Sur, there is a massive constitutional and economic difference between the two statuses:
📈 THE STATUTORY RECOGNITION: As an ICC, Naga City maintained independence primarily through its unique historical city charter. However, achieving HUC status means Naga has officially passed the stringent statutory thresholds for urban growth: a certified population of at least 200,000 residents and an annual locally sourced income meeting the national standard for highly urbanized centers.
🗺️ CONGRESSIONAL REPRESENTATION: While ICCs are often grouped with provinces for congressional districts, converting into a full HUC paves a clear legal path for Naga City to eventually petition for its own dedicated congressional district, separate from the second district of Camarines Sur, ensuring direct legislative focus in Congress.
💰 NATIONAL FUNDING PRIORITY: HUCs are prioritized differently by national agencies (like the NEDA and DPWH) when plotting major infrastructure grids, mass transit systems, and macroeconomic projects. Moving to an HUC opens the door to larger equity shares and direct fiscal capabilities.
🗳️ POLITICAL AND ADMINISTRATIVE AUTONOMY: While Naga voters already do not vote for provincial officials like the Governor, the formal HUC declaration permanently solidifies this separation under the Local Government Code. The provincial government loses any remaining statutory review ties, making Naga completely self-governing and directly responsible to the national government.
Mayor Leni Robredo, who assumed office focusing on transparency and sustainable development, expressed gratitude for the declaration, noting that the timing serves as a fitting tribute to the vision of governance started by her late husband.
A local plebiscite will be scheduled soon to allow Nagueños to officially ratify the conversion.
