|| Strengthening Land Tenure Security ⚖️

The Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) - Lanao del Sur, through the collaborative efforts of its Agrarian Reform Division and Legal Services Division, successfully conducted a comprehensive field profiling of Agrarian Reform Beneficiaries (ARBs) under Executive Order No. 75 across the municipalities of Saguiaran, Piagapo, and Marawi City last November 2025.

This joint mission is a cornerstone of implementing Executive Order No. 75, which seeks to distribute government-owned lands to qualified ARBs. By integrating legal validation directly into the field profiling process, the Ministry ensures that every beneficiary in these three municipalities is vetted with precision and transparency.

Beyond the technical aspect of mapping and documentation, this joint fieldwork prioritized direct legal assistance. The legal team worked hand-in-hand with farmers to ensure a full understanding of the rights and responsibilities associated with land ownership. By providing on-the-spot legal guidance, the initiative aims to prevent future land disputes and ensure that every ARB is equipped with the knowledge to protect their tenure and sustain their livelihood.

|| MAFAR Lanao del Sur, through the Legal Services Division, Strengthens Local Governance in the Fisheries Ordinance Drafting. ⚖️

The Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), through its Legal Services Division led by Chief Atty. Johayra C. Ysmael, successfully conducted a specialized Training Seminar-Workshop on the Drafting of Municipal Fisheries Ordinances.

​Held on February 11-12, 2026, at the Malabang Municipal Conference Hall, this initiative aimed to equip local legislators and stakeholders of LGU Malabang and Picong, with the legal technicalities required to protect municipal waters while remaining in strict compliance with National Fisheries Laws.

​The program featured intensive lectures from legal experts, including Atty. Sernash L. Hamid and Atty. Maymona T. Ampuan, who guided participants through the complexities of legal writing and regulatory frameworks.

The activity highlights MAFAR LDS’s ongoing commitment to professionalizing local governance and ensuring the long-term sustainability of the Bangsamoro region’s aquatic resources.

Alhamdulillah! The Legal Services of MAFAR Lanao del Sur would like to extend its warmest congratulations to the Chief of the Legal Division Atty. Johayra C. Ysmael and her dear friend, who remains a cherished member of the MAFARmilya, Atty. Maymona T. Ampuan, on their successful completion of the Managerial Class at the Development Academy of the Philippines (DAP).

This significant professional milestone was officially celebrated during the graduation ceremony held last January 30, 2026, at the Philippine International Convention Center (PICC) in Pasay City.

By completing this rigorous program at DAP, they have gained advanced managerial insights and strategic tools vital for the continued progress of the Bangsamoro region.

MAFAR Municipal Officers Demonstrate Commitment to Accuracy in ARBs List Feedback ||

Collaborating to guarantee the accuracy of our ARB lists is a top priority. Legal Services - MAFAR LDS extends gratitude to the dedicated MAFAR Municipal Officers for their commitment to precision and efficiency.

The recent meeting was a significant step forward in this ongoing process. Our office convened to review the latest updates to the list of ARBs slated for removal or inclusion within their respective jurisdictions. We commend the accuracy and compliance efforts demonstrated by the officers. In Sha Allah, by working together, we can do this.

𝘼𝙨𝙨𝙖𝙡𝙖𝙢𝙤 𝘼𝙡𝙖𝙞𝙘𝙤𝙢, with the signing of Republic Act No. 11953 - The 𝘼𝙣𝙩𝙞-𝘼𝙜𝙧𝙞𝙘𝙪𝙡𝙩𝙪𝙧𝙖𝙡 𝙀𝙘𝙤𝙣𝙤𝙢𝙞𝙘 𝙎𝙖𝙗𝙤𝙩𝙖𝙜𝙚 𝘼𝙘𝙩, our office is committed to upholding and enforcing this law to protect the agricultural sector in our region. Smuggling, hoarding, profiteering, and cartel activities involving agricultural products are now considered economic sabotage, punishable by life imprisonment and fines up to five times the value of the goods.

The Legal Services Division of MAFAR will provide assistance in ensuring compliance with this law and offer legal guidance to support our farmers and stakeholders. Together, we aim to strengthen the agricultural industry, combat illegal practices, and safeguard the livelihood of our local farmers.
